Gender transformative and inclusive approaches form the backbone of the overall programme strategy. HCL Foundation engages with communities, especially those who have low-income, are isolated, marginalized, displaced or migratory, in rural and urban areas, to understand their needs. These insights are then used to design inclusive long-term programmes according to an Integrated Community Development Approach (ICDA) that furthers development goals, including the National Missions and the Global Sustainable Development Goals.

Job Purpose:

The M&E Officer will be an integral part of the HCL Foundation team and play a critical role in achieving highest standards of programme quality across its direct work as well as the work implemented through partners. The M&E Officer will be responsible to develop the overall Monitoring and Evaluation Framework for the HCL Foundation’s Urban Community Development Projects and the HCL Grant. These are the flagship initiatives of HCL Foundation.M&E of the projects will be an assessment as well as a support function.  The incumbent will play an important role in building capacities of the HCL Team as well as the implementing partners on achieving programme quality by ensuring a learning driven assessment culture in the organization.

Key Roles and Responsibilities:

This position will be responsible for:

1. Monitoring

a)Ensure that there is an overall M & E Framework, with clearly defined thematic and project level indicators.

b)Strengthen and streamline thepartner reporting mechanisms in consultation with NGOs and HCL F team.

c)Move towards technology and web based reporting and self-monitoring mechanisms, such that data is transparently and consistently available at all levels.

d)Support the Programme Teams in collecting data on achievements and results against agreed indicators and LFAs. Prepare monthly, quarterly and annual consolidated reports that are built on a strong MIS system.

e)In consultation with the programme teams, develop a field visit roaster and ensure that all HCL Funded projects monitored on a regular basis, ensuring a strict adherence to the agreed MoUs.

f)Ensure quality of data collected by partners.

g)Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings.

h)Assist Programme Teams in building capacity ofpartners on Planning, Monitoring and Evaluation.


a)Support programme teams in designing, coordinating and conducting project evaluations (mid-term and end-line).

b)Support programme teams in designing and conducting, baselines and Impact level assessments.

c)Support partners in designing and disseminating research studies by providing relevant inputs.


a) Support business account mapping to respective projects and keep records of employee engagement in various projects&support timely reporting. This is related to the Power of 1 , an internal campaign at HCL.

b)Support the development of strategy level documents. Put together a country level as well as global strategic plan for HCL Foundation for its CSR work under the leadership of the Director CSR.

c)Ensure that the overall programmatic work is aligned to the CSR law of India and similar regulations in other countries where HCL does CSR work.

3.Reporting and Documentation

a)Assist Director CSR in putting together a comprehensive and considered report for the CSR Committee – that has validated beneficiary data from project areas.

b)Put together a quarterly and annual programmatic report which is based on the partner reporting.

c)Support the communications teams with preparation of HCL Foundation’s Newsletters, Annual Reports, Client presentations etc. with field level validated beneficiary data.

d)Overall beneficiary data management.

Location: NOIDA or Chennai

Attributes and Experience:

  • In-depth knowledge and experience of designing, developing and executing community development tools such as baseline tool, output measurement, pre and post intervention exercise.
  • 3-5 years of experience in project cycle management, in development sector – experience in the field of Health/Education/Environment is desirable.
  • 3-5 years of experience of working with underprivileged communities, with evidence of community mobilization, data collection, analysis and documentation. Very sharp observation skills using the vulnerability mapping tools in participatory ways.
  • Minimum 3 years of experience in a core MIS role in development sector. Experience of working with most advanced MIS tools and use of technology.
  • A go-getter approach in engaging communities and stakeholders with an attitude that can quickly establish an innovative project like this.
  • In-depth knowledge of the Grant/Development funding environment in the country, the state specific policies and the schemes and willingness to learn more and execute.
  • Rich experience of working with NGOs, capacity building, budget management, monitoring, including field level monitoring.
  • Ability to deliver on time, independently, to work with a range of stakeholders, including ability to perform in a corporate environment and present the work at various forums. Experience managing complex and time-sensitive processes.
  • Ability to work with multi sectoral teams and present to high level customers, the work carried out by HCL Foundation as well organize community visits for them when needed.
  • Ability and willingness to travel extensively – up to 40% travel across India to remote locations.

Qualifications and Skills:

  • Masters in Social Work, Health Management, Education related fields, Demography, PR and Communications, Child Development or allied areas.
  • Qualifications in Demography and Statistical Sciences will be given preference.
  • Project cycle management.
  • Research, monitoring and evaluation. Efficient use of MIS tools and high level analytical skills.
  • Documentation and communication.

Salary Range:

Salary commensurate with experience.
