Job Description
We are seeking a highly motivated individual with outstanding credentials and demonstrated capacity building experience for the role of the National capacity building lead. The officer will report to the PMU lead within the IDSP PMU supported by WJCF. The officer will be responsible for providing capacity building & advisory support to state and district level immunization/surveillance program managers. The officer will enable government program managers to improve their programme’s performance by driving relevant interventions. The officer will be responsible for lending support to IDSP, NCDC and Immunization division, MoHFW in designing and executing capacity building initiatives as per their plans for enhancing capacity of immunization/surveillance functionaries. The lead is expected to design and oversee national training frameworks (including training-of-trainers and e-learning modules) to ensure consistency with established national guidelines. The ideal candidate should have exceptional analytical skills, problem-solving abilities and communication skills, to not only build technical capacity on VPD surveillance workflows but also institutional capacity in utilizing data for action. They must be able to function independently, be comfortable with travelling across India extensively, be flexible, and have a strong commitment to excellence. Job Responsibilities
- Provide advisory support to IDSP programme managers at the National/State/District levels on effective programme performance monitoring, action plan creation and follow up
- Support the strengthening of government-led program review meetings on a continuous basis
- Work closely with national and state health leadership to identify key training needs for different government cadres, design targeted training content, define the training calendar and deliver training workshops effectively
- Collaborate with other relevant stakeholders including Government and Non-Government to harmonize capacity development efforts
- Undertake targeted capacity building activities at the national level and in select states/districts with the aim of building sustainable processes and capability
- Establish monitoring frameworks to track progress and monitor outcomes of capacity building interventions
- Disseminate and socialize easy to use tools, templates and approaches for program management including automated HR rosters, key performance trackers etc.
- Facilitate the development of dedicated eLearning modules on VPD surveillance, management & program governance
- Enable cross-learning across geographies, health programs, ministries on program performance review mechanisms by identifying and disseminating best practices
- Undertake primary and secondary research and create data-based insights to provide credible evidence for formulating uptake improvement strategies and decision making at the state and district levels
- Build and maintain trust-based relationships with state and district officials and other health functionaries
- Travel extensively to various parts of the country
- Synthesize and document key learnings, and support dissemination to key stakeholders through reports, briefs, presentation decks and other collaterals as needed.
- Support with other responsibilities as assigned by the program leadership.
Education Qualification/Required Skills & Experience
- Master’s/bachelor’s degree in public health, medicine, public administration, management, economics, communication or allied areas
- 8+ years of relevant field level work experience in immunization/VPD surveillance/capacity building (or other allied areas) in the public sector including engaging with state, district and block officials on programmatic challenges, conducting multi-stakeholder workshops and undertaking capacity building for public health functionaries
- Experience in development of capacity building training modules, conducting in-person technical training workshops (especially in cascading ToT models) is strongly preferred
- Exceptional interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
- Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills
- Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives
- Motivated to travel frequently to meet the needs of the program and deliver impact effectively
- Proficiency in Microsoft Office, particularly Excel, PowerPoint and Word
- Fluency in English & Hindi
- Strong understanding of public health/VPD surveillance/immunization context is preferred
