ABOUT THE ROLE

Typical Qualifications for a Program Consultant

  • Bachelor’s in Business Administration, Public Administration, Policy, International Relations, Development, Social Entrepreneurship, Social sciences, Economics, Education or any related fields with an excellent academic record
  • Master’s degree in the above areas will be a plus
  • 3-5 years of experience at a consulting organization in a similar role or at another social impact organization where key responsibilities included overseeing program implementation and stakeholder coordination. Past work experience at a PMU deployed in the state government will be a plus.
  • Candidates with previous experience in the government or public sector are encouraged to apply
  • Action-driven individual with strong analytical abilities, both quantitative and qualitative;and demonstrated experience in data analysis
  • Experience of managing multiple workstreams in a program, engaging senior stakeholders, and operationalizing strong project management systems and processes.
  • Demonstrated ability to work as part of a team and perform in an entrepreneurial atmosphere.
  • A passion for development sector or public policy, typically evidenced by a strong interest and prior experience in relevant field through coursework and interest in understanding global issues such as economic development, global health, education, or the environment.
  • Sensitivity to the political and cultural environments of international public agencies or similarly complex environments.
  • Demonstrated fluency with speaking, reading, and writing, in English. Applicant must be able to speak and read Hindi. Ability to write and prepare memos in Hindi will be a plus.
  • Advanced Microsoft Office skills, including Outlook, Excel and Power Point

Project and Role Description

Dalberg Advisors is setting up a Performance Management Unit (PMU) at the Jharkhand Education Projects Council to support the rollout and implementation of the District Innovation Challenge (DIC). The innovation challenge aims to incentivize district administrations across Jharkhand to design and implement innovative ideas that improve Foundational Literacy and Numeracy (FLN) outcomes for students in the state. To do so, the DIC will support capacity building of district administrations and foster collaboration with civil society actors. This support will be accompanied by rewards and incentives created by the state government to encourage districts to participate and build momentum for FLN focused reforms.

We are looking for an exceptional individual to join our team to support the District Innovation Challenge. We are looking to hire an entrepreneurial, responsible individual with strong stakeholder management, performance management, data analysis, and communication skills, to join the Project Management Unit. Please note that this is not a remote role. The role is primarily based in Ranchi with some expected travel within the state.

Candidates will be hired on a contract basis for 1 year extendable for upto 3 years.  

Key responsibilities

  • Support to the Jharkhand Education Project Council, JEPC, to operationalize and implement the District Innovation Challenge including onboarding the relevant districts as well as supporting program implementation and monitoring.
  • Design, operationalize, and maintain internal systems and processes for the District Innovation Challenge and PMU including but not limited to district data tracking, maintaining risk registers, etc.
  • Help identify, design, and deliver different capacity building programs and workshops with district administrations to help them deliver the right basket of interventions to support FLN outcomes.
  • Support the state in organizing district review meetings for the project and provide other necessary support to ensure follow-on action is undertaken.
  • Coordinate with civil society actors to synergize their efforts to support the FLN interventions being implemented by districts and foster collaborations to drive outcome achievement.
  • Support efforts to build salience for the project by preparing relevant communication material and memos for the state and organizing events to spotlight the challenge from time to time.  
  • Collect data from various channels via the state education department and districts in Jharkhand to track progress on Key Performance Indicators (KPIs), analyze the incoming data, and suggest targeted actions to the state and districts.
  • Own external reporting of the project including regular updates on its progress, outcome achievement, and field-based learnings to other non-government funders and partners of the project.
