Job Description

The overall objective of this position is to maintain close and smooth coordination with the State Govt, including updating  on the progress of the Project and seek support of the concerned officials of the Department as and when needed towards smooth implementation of the Project activities in a timely manner. The Coordinator would ensure that State level activities like trainings, events, forums etc are conducted timely and information is disseminated widely. Any issues in implementation and requiring attention of the Govt, would be escalated to Director level for resolving.

Job Responsibilities:

  • Keep track of the Project activities and stay updated about the latest developments. Regularly updating the progress of activities under the Project to Director, Agriculture through the assigned Nodal Officer.
  • Support  preparation of success stories out of the Project work based on the inputs received from District/ field team. Disseminate experiences and the success stories among the relevant stakeholders and various forums as authorized.
  • Facilitating the meetings of visiting Country Office team with the senior officers of the GoA including seeking appointments, advance briefing etc. Also, facilitating the field visits of the Country office team in terms of intimation to beneficiaries, District offices, preparation of pre-meeting notes etc.
  • Regularly liaison with the District team, and the Country Office, discussing the implementation challenges, if requiring Govt attention, escalating the same to the appropriate level in the Government under intimation to Country Office.
  • Identify specific strategies and areas of convergence and alignment with the Government Agriculture and allied sector programmes and schemes to incorporate the strategies of ENACT and other WFP projects.
  • Identifying opportunities for scaling up of Project activities and also reaching out to various agencies of GoA including ASRLM for convergence and sustainability of the Project activities with the Govt schemes/ Projects ensuring that Project activities do not stall once it is over.
  • Lead in organizing state-level events linked to ENACT project, like Monsoon Forum, Dissemination meetings, State Project Implementation Committee (SPIC)/TAG Meeting, and other such events as per the directions received from the India Country Office, WFP. This would include identification of invitees, agenda preparation, invitations, follow ups, venue & other logistics arrangements, drafting the minutes, compiling the Action Taken Report (ATR) etc.
  • Contribute to preparation of Project Exit Strategy towards the end of the Project. This would include working out an implementable plan for the successful interventions under the Project which could be carried forward by the Department and beneficiaries without project support (i.e. after cessation of ENACT)
  • Explore additional funding opportunities for Project activities including scaling up e.g. Corporate Social Responsibility (CSR) funds from Central/ State PSUs operating in Assam
  • Regular and timely coordination with Assam Agricultural University (AAU), Jorhat and seeking support of various research stations like All India Coordinated Research Project (AICRP) on forage, AICRP on GM crops (banana), AICRP on honey bees and pollinators, AICRP on Integrated Farming Systems (IFS)
  • Liaison with other State level Govt offices and reaching out to them as per need and as per directions from Country Office
  • Represent ENACT and WFP at various forums at State level as authorized and undertake other related responsibilities as assigned by WFP and the Department of Agriculture.
  • Any other responsibilities entrusted by WFP

Education Qualification/Required Skills & Experience

  • Advanced University degree from an institute of repute in any of the following disciplines : Agriculture Economics, Agribusiness development, Agronomy, Rural Development and Livelihoods or other related fields or First level University Degree with additional years of experience.

Experience & skills

  • At least five years of professional experience in Externally Aided Projects (EAPs) in the broad area of Agriculture/ Climate Change/ Women Empowerment/ Nature based solutions &/ or related activities.
  • Must have proficiency in the use of Internet based applications, Graphics, MS Word, MS Excel and MS Power Point and other related applications.

Language

  • Fluent oral and written communication skills in English. Fluency in Assamese is desirable.
