About the Grant

Title: "Leveraging IFAD's Rural Sector Performance Assessment for Policy and Investment"

This call for proposals is to select a recipient — or consortium of recipients — to receive IFAD grant financing for implementing this initiative. IFAD has identified enhanced policy assessment as a priority area to strengthen the country-level policy and investment environment for rural development.

Total funding available: Up to US$1.2 million

Eligibility Criteria

Applicants can be one of the following entity types:

  • Non-profit organization

  • Private sector company

  • University

  • Think tank

  • Research institute

Qualification / Financial Requirements

  • Selected grant recipient must provide a counterpart contribution of at least 20% of the IFAD grant amount

  • For private sector institutions, the counterpart contribution must be at least 25% of the grant amount

  • In-kind contributions may be considered toward this counterpart contribution

Required Documents for Submission (all mandatory)

  1. Project proposal (using the Grant Concept Note Template), aligned with the Grant Identification Note — must specify objectives, scope of work, deliverables, and indicative financial envelope

  2. Indicative budget (using the activity-based budget template)

  3. Bidders' self-certification of eligibility for IFAD grant financing (applicant must also read and accept the Grant Design Document template)

  4. Brief institutional profile — detailing experience in the priority area/theme and in the relevant region/country(ies)

  • Submit all documents by email with subject line: "CFP RSPA Grant application"

  • Optional, non-binding Expression of Interest can be submitted by 31 July 2026
