Construction Supervision and Bill Certification Services

1. Introduction

Anil Agarwal Foundation invites proposals from qualified and experienced consultants for providing Construction Supervision and Bill Certification services for [Project Name/Location]. The selected consultant will be responsible for ensuring quality, compliance, and timely execution of construction activities as per the project requirements.

2.Scope of Work

A. Construction Supervision

The Consultant shall deploy experienced engineers at the project site to manage and supervise construction activities. The scope includes:

• Drawing Review: Review and approve construction drawings submitted by vendors.
• Construction Oversight: Monitor contractor’s supervision in line with the approved Inspection Test Plan (ITP), including Hold Points.
• Quality Assurance: Ensure construction quality as per contract specifications, design drawings, and engineering best practices. Generate inspection reports.
• Planning & Monitoring: Review and monitor site progress against approved schedules and targets.
• Progress Reporting: Submit periodic progress reports as required.
• Delay Mitigation: Recommend corrective actions to address delays.
• Compliance Monitoring: Review contractor’s adherence to health, safety, environmental, and statutory requirements.
• Contractor Coordination: Facilitate coordination among multiple contractors.
• Site Meetings: Conduct regular site coordination meetings.
• Reporting: Prepare and submit fortnightly and monthly progress reports.

B. Bill Certification

The Consultant shall be responsible for:

• Work Review: Verify completed work and quantity measurements.
• Invoice Certification: Measure and certify contractor invoices as per contract terms.
• Progress Payments: Certify interim payments based on contractual milestones.
• Scope & Claims Management: Address scope changes and evaluate extra claims.
• Final Certification: Certify final completion and authorize final payment. 

3. Proposal Submission Requirements

Interested consultants are requested to submit the following:

• Company profile and relevant experience
• Details of key personnel proposed for the assignment
• Approach and methodology for executing the scope of work
• Timeline and deliverables
• Financial proposal (in a separate sealed envelope or section)
• Any other relevant documents

4. Evaluation Criteria

Proposals will be evaluated based on:

• Relevant experience and qualifications
• Technical approach and methodology
• Team composition and expertise
• Financial competitiveness
• Past performance and client references

5. Submission Deadline

All proposals must be submitted by 02 of June 2025 . Late submissions will not be considered.
