RFP - Consultancy (Resource Person) for Entrepreneurship Development Programme for potential rural women entrepreneurs in Sirkali Taluk of Mayiladuthurai District

About SST:

Srinivasan Services Trust (SST), the social arm of TVS Motor Company and TVS Holdings, started working in villages in the mid-1990s. Starting with a model of philanthropy, it matured into a model centred on community participation in all its projects. Today, SST works in 2500 villages in the country with 2,000 villages in Tamil Nadu. It follows a holistic and participatory approach of village development, working very closely with the community and the government.

SST’s focus is to bring about sustainable development in villages through Total Community Involvement. Society building through the development of women and children, conservation of water, providing holistic health and education infrastructure by renovating the government infrastructure, and preserving the environment are its main focus areas. SST works towards the economic development of the community by helping them set up microenterprises and supporting them to improve agriculture and livestock income. SST nudges communities to embrace practices towards better quality of life by ensuring a participatory approach right from planning to execution of activities. SST’s long-term goal is to create robust communities, through a strong bond and a sense of ownership among the community propelling sustained growth of the villages.

As part of our economic empowerment program, enabling women to start nano-micro enterprises/micro- enterprises, we have planned to organize Entrepreneurship Development Program in Sirkali Taluk, Mayiladuthurai District Covering 100 women participants in 4 batches of training. The broader topics to be covered in the training includes and not limited to the following: 

• Characteristics of an entrepreneurs
• Business Idea Generation
• Access to Finance
• Supply Chain Management
• Value addition and Processing
• Sales and Marketing
• Business Plans
• Government Schemes and Services for entrepreneurship

Financial proposal should be password protected and password will be asked at later stage.

Eligibility Criteria

Bidders fulfilling the eligibility criteria are invited to participate in the bidding process and to this effect must produce the required supportive documents /information as part of their technical proposal.

Who can apply:

• Individual consultant / Lead consultant with a team of consultant / any registered organization.
• Successfully completed at least 3 similar training programmes in relevant thematic areas i.e., entrepreneurship training for women micro entrepreneurs.
• Must be fluent in regional language i.e., Tamil to deliver the training to potential women entrepreneurs.
• Trainer who are certified as Master Trainers from recognized training agencies will be preferred for EDP training programme.
• Lead trainer from the proposed team or individual consultant should possess the following:
  • Postgraduate or higher in Business administration/ Rural Management / Entrepreneurship / Agribusiness or similar academic qualification.
  • At least 5 years of experience in training and capacity building on entrepreneurship development for women entrepreneurs. 

Standard Terms and Conditions

(a)    Period of Validity of Proposals

1. Proposal should remain valid for the period of 90 days after the date of Proposal submission specified in document.
2. In exceptional circumstances, prior to expiry of the original Proposal validity period, the Purchaser may request that the Agency extend the period of validity for a specified additional period. The request and the responses thereto shall be made in writing.
3. The items/services to be quoted and supplied to SST should meet quality specifications/ToR as laid out.

(b) In the course of preparing Proposal, it shall remain agency’s responsibility to ensure that it reaches the address/email above on or before the deadline.  Proposals that are received by SST after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

(c) Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject to the General Terms and Conditions attached hereto.

(d) would expect you to attach copies of Catalogues as well as Certificates, if any, for the items quoted along with your Proposal.

(e) All the goods/services are to be provided to SST within the time period as specified in delivery schedule.

(f) In case the services provided by you do not conform either to the quality specifications of SST or the prescribed delivery schedule, SST reserves the right to not accept delivery of the items and in such event, no expenses of any sort will be reimbursed to you.

(g) Our request and your Proposal should be in compliance with the prescribed General Terms & Conditions of SST. The mere act of submission of a Proposal implies that the agency accepts without question the General Terms and Conditions of SST.

(h)  Please ensure that the Financial Proposal must be submitted as per prescribed format only (Annexure -1). Typed, stamped and duly signed by the authorized signatory.

(i) Please quote reference of the RFP in your Proposal and all other related correspondences.  Only the authorized person of your organization should sign the quotes and affix the official Rubber Stamp in authentication of the Proposal.

(j) Please be advised that SST is not bound to accept any Proposal, nor award a contract or Purchase Order, nor be responsible for any costs associated with an Agency’s preparation and submission of a Proposal regardless of the outcome or the manner of conducting the selection process.

(k) The Proposal that complies with all the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract.  Any offer that does not meet the requirements shall be rejected.

(l) SST reserves its right to accept or reject Proposal without assigning any reasons thereof whatsoever.
