Background

Initiated in December 2018, Forest-PLUS 2.0: forest for water and prosperity is a five-year program of the United States Agency for International Development (USAID) and the Ministry of Environment, Forest and Climate Change (MoEFCC). The goal of Forest-PLUS 2.0 is to improve management of targeted forest landscapes in three states in India for enhanced ecosystem services and increase inclusive economic opportunities. An improved ecosystem approach to management will in turn lead to improved ecosystem services and contribute to sustainable and inclusive economic growth in the country.

Scope of Work

The activities and sub-activities that would be undertaken in this assignment are listed below:

1. Understand the LMP process and identify gaps in data from existing reports covering the following: (due: 20 October);

  • Mapping of stakeholders,
  • Assessment of landscape

2. Develop an Action Plan for the assignment that include data assessment, gap finding, status of existing work and next steps (due 20 October)

3. Data collection in the landscape (due 20 November)

  • Review of existing data with Forest-PLUS 2.0
  • Need assessment, problem identification of LMP through secondary information and stakeholder consultation
  • Focused group discussion with communities - detailed matrix on options and priorities
  • Consultation with Line departments for their inputs
  • Specific departmental strategy and resource availability
  • Spatial scoping of the watershed, community areas, water bodies, private lands
  • Finalization of landscape delineation (including maps)

4. Conduct and refine data analysis: (due: 20 November)

  • Land use land cover, water flows analysis
  • Analysis of ecosystem services and their flow between the forests and the areas outside the forests
  • Analysis of land degradation
  • Analysis of chemical use in farmland and pollution in water bodies
  • Analysis of socio-economic parameters, including the role of women and marginalized people
  • Analysis of options to convert to organic farming
  • Analysis of conversion to tree-based farming
  • Analysis of fisheries and other ecosystem-based earning options
  • Institutional analysis of decision-making processes
  • Analysis of training needs and training facilities available
  • Analysis of funding and convergence options
  • Analysis of interconnectedness and resource flows across LMP and WP areas in the context of ecosystem services

5. Engagement with the Government functionaries (due: 15 December)

  • Stakeholder Consultation with District Administration and relevant line departments and community members.
  • Formation of a multi-stakeholder steering committee (line departments, community institutions, district administration as the nodal point) to guide the preparation of LMP and oversee its implementation at a later stage

6. Detailed intervention planning (due: 10 January)

  • Development of detailed problem-solution matrix
  • Detailed inputs and feedback on proposed interventions from the community members (beneficiaries, contributions)
  • Detailed inputs and feedback on proposed interventions from the line departments (design, estimation) and suggestions from the District Administration
  • Formulation of interventions and technical, social, and financial feasibility
  • Development of spatial maps of interventions
  • Financing options for the interventions
  • Projections of impacts under different (2-3) scenarios

7. Preparing the LMP and M&E plan (due: 31 January)

  • Presentation of the proposed LMP to the Steering Committee and community members for their inputs
  • Revision of LMP based on consultation
  • Community based monitoring plan for LMP
  • LMP finalization and review by Steering Committee, MoEFCC, peers??

Tenure of assignment

The assignment is for a period of 5 months. It is anticipated that the assignment will be completed between October 1, 2020 and February 28, 2021. Business delays and disruptions may occur due to Coronavirus (COVID-19)

Location of the assignment

This assignment will largely be performed in Gaya, Bihar. The assignment may require travel to other parts of Bihar especially Patna for liaising with government departments. It will also require travel to New Delhi for discussions and presentations, arrangements for which will be made by Forest-PLUS 2.0.
