Hiring of an agency to conduct a baseline and endline assessment at the start and end of the project period respectively to evaluate the effectiveness of the intervention. 

 

Background

 

John Snow India Private Limited (JSIPL) is a subsidiary of John Snow, Inc. (JSI), a health care consulting and research organization dedicated to improving the health of individuals and communities in the U.S. and around the world. JSI's mission is to improve the health of underserved people and communities and to provide a place where people of passion and commitment can pursue this cause. For 35 years, Boston-based JSI and its affiliates have provided high-quality technical and managerial assistance to public health programs worldwide. JSI has implemented projects in 106 countries, and currently operates from eight U.S. and 81 international offices, with more than 500 U.S.-based professionals and 1,600 host country staff. In India, JSIPL implements and manages several public health projects in the areas of maternal, child and new-born health; supply chain logistics; immunization; and HIV. 

 

India's Universal Immunization Programme (U.I.P.) is one of the largest in the world in terms of quantities of vaccine used, the number of beneficiaries, the number of immunization session organized, the geographical spread and diversity of areas covered. Starting in the mid-1980s, JSI has provided extensive consultation to national, state and local public health initiatives in India. JSI’s comprehensive approach to health systems design and management has improved the quality and efficiency of care in India in the fields of maternal and child health, immunization, supply chain, HIV/AIDS, HMIS, sanitation and access to clean water, outbreak preparedness, and nutrition, at both the national and state levels. 

 

Project Overview 

 

Under the GAVI Health System Strengthening Phase 2 Grant for India, JSI under the mentorship of Ministry of Health and Family Welfare (MoHFW) successfully piloted Rapid Immunization Skill Enhancement (RISE) – a constructive, interactive, continuous and an adaptable capacity building platform aimed at rapidly and effectively updating the knowledge and skill of the health workers engaged in Universal Immunization Program. After the successful pilot, JSI has been mandated to scale it up in three states (Himachal Pradesh, Madhya Pradesh and Odisha) across 33 districts. As a part of this scale-up, it is required to conduct two assessments (baseline and endline) to evaluate the effectiveness of the intervention. Quantitative and qualitative tools will be used for the data collection.

The bidder’s proposal must be accompanied by a cover letter typed on official organizationalletterhead and signed by an individual who has signatory authority for the bidder.
