About the Organization 

Centre for Catalyzing Change (C3), formerly CEDPA India, began its investment in youth in India in 1987 with the launch of the Better Life Options Program (BLP) to help adolescent girls make “better life choices”. C3 works to mobilize women and girls to achieve gender equality. C3’s vision is a future in India where women and girls are fully empowered and equipped to realize their rights, access opportunities and achieve gender equality and are able to fulfil their dreams free from the constraints of poverty and inequality

Over the decades, C3 has been able to establish itself as a pioneer institution in the area of adolescence sexual and reproductive health. Equipping adolescents with life-skills for better life choices and providing relevant information so that they are able to choose an aspirational future is one of the key focuses of C3’s Adolescence Program. For the last 10 years, C3 has been providing technical assistance to various government departments in Jharkhand, Bihar, Chhattisgarh and Delhi, working for/with adolescents, with the twin purposes of maximizing outreach and building the system’s capacity for effective delivery of programs and schemes.

About the Proposal

Through the proposed intervention of three years C3 intends that young boys develop gender equal attitudes, demonstrate gender equal behaviour and counter gender stereotypes in their communities leading to a balance in the genders. The objectives are

Build confidence and self-esteem in boys, support them to appreciate their qualities and abilities, life skills and attitudes and improve their capability in being gender egalitarian in constructive and creative relationships  

  • Result 1.1: Adolescent boys have better understanding of gender, relationships and knowledge of SRH and rights, access to health services, etc.  
  • Result 1.2: Increased capability of adolescent boys in being gender egalitarian in constructive and creative relationships  
  • Result 1.3: Improvement in adolescent boys understanding and appreciation of diversity of masculinity and male roles. 

Facilitate understanding of life goals and improve work readiness in boys to avail livelihood opportunities 

  • Result 2.1: Young boys are able to identify their life goal and plan to realise their goal
  • Result 2.2: Young boys’ take up skilling opportunities increases by 20% over the baseline

Empower communities to become gender equal and support community level actions to promote gender equality

  • Result 3.1: Awareness about gender issues built at the community level
  • Result 3.2: Plans for promoting gender equal communities prepared at the Gram Panchayat level
  • Result 3.3: Episodes of violence against women & girls come down from what is reported in the baseline by 10 percent
  • Result 3.4: Adolescents run effective community action/ initiatives for their rights and counter gender stereotypes

Build a health system that has the capacity of sensitively responding to the needs of the boys, with responsive and respectful care

  • Result 4.1: Proportion of boys accessing services increases by 10% over the baseline
  • Result 4.2: Boys reporting receiving gender sensitive services increases over baseline by 10 percent

The project will be implemented in 6 blocks namely Basia, Palkot, Bharno & Dumri of Gumla district and Kisko and Kuru of Lohardhaga district of Jharkhand state.

Digitization

Recognizing the importance of sustainability, the program monitoring system relies heavily on data from the Cluster Coordinator,  Training Coordinator, Program Officer & Senior Program Officer on adolescent health and promotes the use of this data for review and project management.

C3 has planned to collect the data from cluster coordinator through simple digitized formats. C3 has planned to digitize not only the collection of the data but also the collation and presentation of the analysis through dashboards.

For engaging with boys’ program, the primary data would be sourced directly on a monthly basis from Cluster Coordinator, Training Coordinator, Program Officer & Senior Program Officer. This data would serve as the primary data source for all subsequent reports to be utilized tomonitor implementation of programs intended out of school adolescent boys on pre-defined indicators. Initially the data would be collected through paper – based reporting formats subsequently the reporting formats would be digitized through mobile based application topromote ease of use, accuracy in collection and timely delivery of collected data to block-level or district level.

Relevant data is collected from the field on monthly basis would be compiled to analyze the trends. The periodic compilations and the analysis of the data would be reviewed in the monthly/quarterly meetings at the district/state and national levels. Based on the analysis of data and review of the data, the monthly activity plans will also be planned and revised.

The Cluster Coordinators and Training Coordinator will upload the data which will be reviewed and approved at two levels. Firstly, Program Officer will review and validate the data. This validated data will be reviewed and approved by the Senior Program Officer. There will be a regional login for Program Officer – M&E who will monitor and analyze the data for sharing with program team. At state level, there will be three logins for State head, PO and SPOs. Along with this few logins will be required at central level for review and feedback on the program activities.

Deliverables

  • Development of architecture
  • Development of software
  • Training of the project staffs on uses of the application and user role
  • Implementation of MIS

Time line:

Timeline of the assignment is 28th September to 5th November 2021 for completion fully functional application after approval from C3 and maintenance support for next one year.

Terms of payment:

The payment shall be released on submission of invoice along with deliverables as per following schedule:

  • 50% of development cost on finalization of the architecture
  • 50% of development cost after completion of MIS and dashboard development and approval from C3
  • Maintenance cost will be paid monthly after development and successful implementation of MIS. The Technical Agency need to submit invoice and activity completion report at the end of every month for claiming maintenance cost.
