About the Organization

Penny Appeal is a UK charity (registration number of 1128341) working in more than 30 countries including (among other sectors) providing food relief and security to communities. Penny Appeal UK (PAUK) has experienced significant growth over the last ten years having established a generous and loyal donor base. PAUK, guided by a new global strategy, has desire to innovate, to strengthen its safeguarding approaches, and to deliver more impactful and sustainable projects and is open to taking on new approaches and partnerships to achieve this.

Penny Appeal works in partnership with local and international NGOs as implementors to deliver comprehensive and transformative projects across different programmatic sectors. Penny Appeal is seeking innovative ideas to deliver such projects in an efficient and sustainable way, enhancing the quality of the services delivered to the targeted beneficiaries and their communities. Penny Appeal is expecting to launch a series of calls for proposals as part of this process.

India has made significant progress in grain production and in reduction of malnutrition rates and poverty. However, 14% of the population remain undernourished with 17% of children experiencing malnutrition. (14.7% of the overall population are undernourished –ADB) As a result large number of people, especially women and children, suffer from micro nutrient deficiency disorders and poverty. There are high levels of inequality.

About the RFP

Penny Appeal invites interested local and international NGOs in India to submit proposals to participate in the Penny Appeal’s Qurbani/Food security solution in the target country in the year of 2022. This call for proposals forms part of the organisation’s wider strategy and delivery models, that looks to link seasonal campaigns that have a short impact/output to potential longer-term activities and sustainable and innovative programming.

Priority Focus Area-

Penny Appeal has been funding Food Security/Qurbani programs 2009 contribute to reduction of nutrition insecurity. For its 2022 program in India, Penny Appeal UK is seeking proposals from experienced International and local NGOs, who are present and registered to operate in India, to deliver our Qurbani program. We are seeking project proposals that deliver food security by being able to meet our specific Qurbani targets and dates for Qurbani while also having longer-term impacts on the targeted communities/beneficiaries. In its 2022 call for proposals, Penny Appeal seeks innovative approaches to Qurbani that identify and integrate approaches that can be taken to combine seasonal food provision with strengthening the livelihoods and food security of the poor.

This food security project is faith based and will need to respect the local context and adapt its design to India’s laws and cultural practices; The project will focus on providing meat packs to the communities/beneficiaries, but applicants are encouraged to submit a more holistic approach, that is a project design to sustain and deliver longer term food security solutions and impacts wherever possible.

Proposals must demonstrate:

  • A clear methodology,
  • Proven capability and track record to assess, identify and prioritise the most vulnerable communities within the targeted areas and a clear rationale and approach for geographic and beneficiary targeting.
  • Define all necessary activities to ensure that the food/meat distribution is carried out according to Islamic principles and shall aim to deliver up to 67,000 animal shares
  • technically sound proposals that enable the proposed food programme delivery, and also identify opportunities for complementary activities and innovative approaches that have pro poor benefits and or contribute to wider impact.

Considerations to Applicants:

  • Explain how you would deliver the services detailing overall approach/activities/steps, the use of any partners / sub grantees or service providers.
  • Explain how you would measure progress, indicative results, and the project theory of change and costs. Applicants should be able to provide detailed beneficiaries data (pre and/or after project implementation)
  • Explain any wider program activities / linkages that the organisation would connect with the proposed project and what the expected results/synergies and added value would be and what the expected main inputs and costs would be.
  • Explain the organisation’s approach to safeguarding and protection.
  • Explain how the organization will provide each service to the targeted beneficiaries and the value of each of those services / payments and how those values were identified.
  • Strategy used to identify and verify the vulnerable beneficiaries as per the provided criteria
  • A clear breakdown of the direct beneficiaries and indirect beneficiaries
  • Provide detailed project costing
  • Number of shares is respected and is proportional to the proportion of the allocated budget applied for;
  • Ensure one of the main activities, distribution of food packs/meat packs, are distributed during Eid days;
  • The food packs/meat packs can be allocated/given to Muslim and non-Muslim;
  • As it involves slaughtering of animals, all restrictions related to this must be considered when selecting the proposed project sites;
  • The proposal should provide as much as information on the different activities and respond to the 5W (who, what, when, where why) and 1H (how) questions;
  • Applicants are expected to have a clear procurement and Value for Money (VfM) policy and demonstrate how this will be applied in the proposed project, within the proposal;

Clearly defined Criteria for selection of Qurbani share distribution beneficiaries:

Penny Appeal does not discriminate when delivery and implementing its projects. Food Parcels/Meat packs should be distributed to the most deserving communities (following a clear set of criteria of eligibility) with no discrimination based on faith/religions, cast, etc. Applicants should have a clearly defined approach to selecting beneficiaries that includes setting targets for vulnerable groups that include:

  • effective targeting of the poorest taking into account local economic / social and cultural factors that drive inequality
  • Female headed households (Widow/single mother etc)
  • Orphan headed family.
  • Vulnerable Elderly households with no adult for earning income.
  • Families living with person with special needs (physical/mental disabled).
  • Families living with person having chronic disease (HIV/AIDS, HCV, HBC, TB, Cancer etc.).

Value added elements (the following are not essential but would be considered positive aspects):

  • Innovative elements which aim to achieve short and long-term impact are included to deliver a more holistic/connected food security project. Innovations may be proposed at both the procurement of livestock through to distribution stages.
  • Cost effective approaches with a higher proportion of benefits reaching the direct beneficiaries of the project.
  • Approaches which have wider measurable benefits for the households and communities;
  • An exit strategy that defines pathways for progressively improving the economic and food security of the recipients
  • Transparent and effective beneficiary feedback mechanisms and a project location within India with a sound justification
  • A methodology that allows the most vulnerable to be reached (and where necessary justifying additional costs in order to do so) including a clear analysis of gender.
  • Strong monitoring and evaluation.
  • Innovative approaches that build the capacity of local actors to improve accessibility and quality of services to the poor.
  • Applicants are encouraged to propose their own contributions (co-funding).

Applicants may propose how core element of this project (food distribution) can be aligned and complement other results/activities that contribute to a longer term impact on the poor within those communities

Penny Appeal’s mission is to deliver short- and long-term interventions to communities in need internationally and ‘at home’ with competence and compassion. Through our work we will come in to contact with some of the world’s most vulnerable and marginalised communities. It is essential that we uphold the rights of children and safeguarding them against actions (intended or unintended) that place them at risk of harm.

Applicant organisations are highly recommended to carefully review and propose interventions with a special focus on the safeguarding and protection of the beneficiaries. Applicants should also consider staff wellbeing and safety, along with direct and indirect project beneficiaries. Applicant organisations must demonstrate an understanding of and adherence to local laws and global best practice to protect the vulnerable groups.

At Penny Appeal we are committed to protecting all people that meet our work from harm and abuse. It is important that all staff, volunteers, and representatives accept and recognise their responsibility to provide an environment which always promotes the safety Penny Appeal beneficiaries.

These expectations are applied to all applicants and the applicant should demonstrate how Safeguarding, and Protection will be applied throughout the project cycle.

Available Financing:

Penny Appeal has allocated a fund of £1,117,000 million with the intention to deliver 67,000 animal shares as well as wider impacts on food security and livelihoods of the poor.

Applicants may propose costs from £300,000 and up to £1,117,000 GBP of eligible direct project costs and eligible indirect/admin costs.

Proposals may include up to 100% of eligible costs funded by Penny Appeal. Co-financing and applicants own contributions or leverage through connection with other applicant funded projects is considered a value-added element but is not a specific requirement.

Our benchmarks suggest a minimum 192,000 families and 9,602 animals @ £111 per animal needs to be included within the project budget.

Project Duration

Applicants should propose a time-frame relevant to achieving the project objectives of up to 18 months with a minimum of 6 months; considering that one of project’s main objectives (provide food/meat parcels to communities during Eid-al-Adha) is time bound, the applicants need to ensure that the project is able to deliver that objective within a specific time-frame.

Proposal Preparation and submission:

The applicants will have 6 weeks to prepare and submit the proposal pack to Penny Appeal. Submissions must be received by: 17pm, 10th January 2022 (UK time). No exceptions will be made on the deadline or document formats. Applicants are encouraged to submit a few days earlier than the deadline in case there are technical problems in the submission process. Applicants will receive an acknowledgement email upon confirmation of receipt.

Proposal Requirements Submission

The proposal should be prepared using Penny Appeal’s templates. As part of the “proposal pack” the applicants should ensure that the following documents are completed and submitted all together:

  • Project Proposal ‘Long Form’ template;
  • PA Project Work Plan Template;
  • PA Budget Format;
  • PA Project Logical Framework;

Due Diligence

The selected applicant(s) will be required to pass Penny Appeal’s due diligence process prior to contracting and will need to submit relevant organisational documents.

Proposal Submission, Review Process and relevant Considerations

Following submission, eligible applicants/proposal packages will be reviewed by the International Programmes Team, comprising the Regional Partnerships Manager, Head of Partnerships and Director of International Programmes.

Assessment criteria:

  • Meet the eligibility requirements
  • Demonstrating the ability to meet Penny Appeal’s reporting requirements
  • Cost effectiveness / value for money (capacity to deliver the number of animal shares/meat packs while introducing longer term sustainable food security
  • Innovation & value-added elements included
  • Methodology and reach to the most vulnerable groups
  • Capacity to comply with the project specific religious guidelines/requirements.
  • Organisational track record / experience / quality of references
  • Safeguarding and protection experience and clear approach

Penny Appeal reserves the right to choose any of the applicants, all the applicants or none of the applicants for further project proposal development at its sole discretion. Selected applicants will be asked to develop a full proposal that will be subject to further appraisal and joint development between Penny Appeal and the applicant.

Upon the review process, the selected participant(s) will be informed of the next steps and what sort of further developed/clarifications the proposal/prosed project may need.

Eligibility

  • INGO or a local NGO operating and registered in the proposed country with proven track record and capacity to deliver food security projects Food Security and especially Muslim/faith-based programming among vulnerable communities in India;
  • Able to demonstrate active Membership(s) of relevant NGO umbrella bodies and platforms in India
  • Extensive experience and track record in similar projects. Able to provide three recommendation letters from three international funding agencies.
  • The applicant is willing to commit to meeting Penny Appeals reporting requirements.
  • The applicant must have well-established and functioning safeguarding department and policies. It will be helpful if the structure of this department is included alongside a list of the existing policies
  • Applicant organisation, if selected, must pass the Penny Appeal due diligence process.
  • Applicant organisation should be registered with the relevant NGO affair bureau/bodies in India (including FCRA registration).
