RFP - Development and maintenance of an online Management Information System (MIS) to organize, evaluate, and efficiently manage the project Joint Efforts for Elimination of Tuberculosis (JEET 2.0) in India

About the Organization:

William J. Clinton Foundation was established in India to promote high quality medical care and treatment for people living with HIV/AIDS, and effective care and treatment of children suffering from malnutrition, diarrhoea, pneumonia, and malaria. WJCF’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to lifesaving technologies; and helping governments build the capacity required for high-quality care and treatment programs.

Background:

The JEET 2.0 project, being jointly implemented by William J Clinton Foundation (WJCF), Innovative New Diagnostics (FIND) nationwide and funded by “The Global Fund to Fight AIDS, Tuberculosis and Malaria”, aims to address the LTBI burden by establishing mechanisms for household contact tracing of adults and children in contact with Pulmonary TB (PTB) patients and ensuring access to quality care.

Objective:

The key objective of this project is to set up effective and sustainable structures to strengthen existing systems and seamlessly extend quality TB care to patients. The project is designed to address inefficiencies in every step of the patient care cascade along with building the program’s management capacity, specifically to:

  • Holistic Contact Tracing
  • Linkages to diagnostics and drugs
  • Track patients through various stages of decision making from being a contact to starting the treatment
  • Follow up and counsel patients for successful treatment completion

Scoring of Proposals:

Selection of agency for development and maintenance of an online Management Information System (MIS) to organize, evaluate, and efficiently manage the project Joint Efforts for Elimination of Tuberculosis (JEET 2.0) in India

Criteria:

Organizational Capacity and Infrastructure:

  • Availability of adequate and skilled (work experience) Technical team members for carrying out the assignment and ensuring ongoing support
  • Past work experience of the Team in executing similar projects.
  • Quality and suitability of the project coordinators to handle the project

Organizational Previous Experience undertaking similar assignments:

  • Prior experience in building a complex ICT system (in the health/TB space in India) - spanning across mobile, web and SMS/IVR interfaces (apart from reporting and analytics)
  • Capacity to build scalable and robust software which can be rolled out pan-India for a large number of users
  • Prior experience in integration with any national health or TB systems (integration with the official Nikshay system etc.)
  • High standards of data hosting and security (e.g. using state of the art technologies for data management)

System Design and Development Approach:
