“Conducting Hospital Safety Training in Three Cities of Maharashtra i.e. Nagpur, Chhatrapati Sambhaji Nagar (Aurangabad) and Nashik under the project on Strengthening the Disaster Risk Management Systems for the Government of Maharashtra”

Introduction:

UNDP works with national and sub-national government and diverse development actors to deliver people-centric results, particularly for the most vulnerable and marginalized communities. As the integrator for collective action on the Sustainable Development Goals (SDGs) within the UN system, we are committed to supporting the Government of India’s national development vision and priorities and accelerating the achievement of the SDGs for the people and the planet.

Our new Country Programme (2023-2027) builds on our prior work and aims to provide an integrated approach to development solutions in three strategic portfolios:

  • Strong, accountable, and evidence-led institutions for accelerated achievement of the SDGs.
  • Enhanced economic opportunities and social protection to reduce inequality, with a focus on the marginalized.
  • Climate-smart solutions, sustainable ecosystems, and resilient development for reduced vulnerability.

UNDP’s Country Programme Document (2023-2027) intended outcome 2 states that “By 2027, people will benefit from and contribute to sustainable and inclusive growth through higher productivity, competitiveness and diversification in economic activities that create decent work, livelihoods, and income particularly for youth and women”.

In the above context, UNDP is embarking on Conducting Hospital Safety Training in Three Cities of Maharashtra i.e. Nagpur, Chhatrapati Sambhaji Nagar (Aurangabad) and Nashik, under the project on Strengthening the Disaster Risk Management Systems for the Government of Maharashtra. The key outcome of the project is to reduce disaster risks in urban areas by enhancing institutional capacities to integrate disaster and climate risk reduction measures in development programs as well as undertake mitigation activities based on scientific analysis, training and capacity building.

Objectives:

The selected service provider will work under the overall supervision of the Programme Specialist (Resilience), UNDP-India.

One of the key objectives of the project is to enhance the capacity of municipal, private and district hospitals to deal with any unforeseen disaster incidents. Health facilities, especially hospitals, are critical assets for communities both routinely and in response to emergencies, disasters, and other crises. Yet hospitals and health workers are often among the victims of emergencies, with the result that health services cannot be provided to affected communities when they are most needed. The continued functionality of the hospital in a post-disaster scenario depends on a range of factors, including the safety of its buildings, critical systems and equipment, the availability of supplies, and the emergency management capacities of the hospital. In addition, hospitals are also major carbon emitters as they are highly resource and energy – intensive. The safety of hospitals is incomplete without understanding the concept of ‘green hospitals. Under this assignment, the greening measures for hospitals around buildings, water, energy, and waste are also covered to reduce the environmental footprints of hospitals.

The objective of the proposed program is as follows.

  • To orient the representatives from the participating hospitals on various aspects of Hospital Disaster Management Planning
  • To conduct a detailed Non-Structural Risk Assessment of one public hospital in each of the cities This assignment will cover 25 pre-selected municipal, private, and district hospitals from each of the three cities (Nagpur, Nashik, and Chhatrapati Sambhajinagar). The list of the hospitals will be provided by the municipal administration after the service provider is on board. At least two participants (preferably one Medical Superintendent and one Hospital Administrator) will be invited from each participating hospital.

Scope of Work:

The key components of the assignment will include:

A). Orientation Programme for the 25 Hospitals (per city):

The orientation programme in each city will equip the participants in comprehending the requirements that go into developing a Hospital Disaster Management Plan. The two-day programme will:

  • Develop required city-specific contents for the training of all key stakeholders
  • Include structural, non-structural, emergency preparedness and greening measures for ensuring the continuity of hospitals during disasters and post-disaster scenarios
  • Include effects of local hazards (such as heatwaves) on structural and non-structural components of buildings and how to ensure their safety.
  • Handhold the participants in populating templates (Support in development of a basic Hospital DM plan for their respective hospitals that will guide them in understanding the requirements of a Hospital Safety Plan, including Mass Casualty events, Triage, Surge Capacity etc.
  • Train the target audience on how to keep hospitals safe and functional during and after a disaster.

B). Conduct a Non-structural assessment and develop of a detailed DM plan for one model hospital per city: One municipal model hospital will be chosen for this activity from each of the three cities to conduct a non-structural risk assessment

  • Conduct physical survey to carry out non-structural risk assessments covering architectural, civil and mechanical elements of buildings, critical utilities, medical supplies, and other essential services.
  • Develop one detailed hospital DM plan in all three cities that should have components such as IRS with defined roles and responsibilities, evacuation procedures (vertical and horizontal), marking of assembly points and sites, communication and coordination, mass casualty management, and standard operating procedures for hazards, activating DM plan, and alerts etc.
  • Provide technical recommendations for model hospitals to improve preparedness and resilience in the context of natural hazards, human-induced or mass casualty events, etc.
  • Provide recommendations for city-specific measures to mitigate the risks associated with extreme heat during heat waves for hospitals (in the context of Nagpur & Chhatrapati Sambhaji Nagar)

The training program will have participants in the range of 40-50 per city from all three municipal corporations. All the arrangements for food, refreshment, training venue (at a suitably appropriate venue.), and required stationary materials for participants will be managed by the service provider. The UNDP CPCs based in the municipal corporations of the partner cities will be the focal points for necessary administrative support, including letter issuance etc.

The service provider will be responsible for collecting data from the three hospitals (for which the details DM plans are to be developed) on their own. The data will likely be available in Marathi format, so the service provider will have to translate it into English to produce reports and plans. Physical meetings with hospital administration will be required to collect data as it is not usually shared in online modes or with remote access. A local team member (preferably Marathi) in cities may be hired for data collection and coordination with hospitals. The training will be planned based on the availability of hospital administration; hence, it is likely that training may not be scheduled in partner cities in one stretch and the service provider will have to plan their travel accordingly. The training will be preferred in Marathi or Hindi only so the facilitators from agency should be comfortable in either language.

Schedules of Deliverables:

The following deliverables should be submitted and approved by UNDP, jointly with the municipal corporations of Nagpur, Chhatrapati Sambhaji Nagar and Nashik, while conducting the study:

  • Deliverable 1: Submission of the Inception report, training modules within 4 weeks after the award of the contract.  
  • Deliverable 2: Conduct of a 2-day city specific hands-on training programs and submit draft DM plans of all participating hospitals in all three partner cities within 12 weeks after signing the contract.
  • Deliverable 3: Conduct non-structural risk assessments and develop a detailed hospital DM plan for one model hospital followed by a half day workshop from each of the three cities within 20 weeks after signing the contract.
  • Deliverable 4 (Final submission): Submission of a comprehensive final project / training report with all DM plans, reports, and structural safety manual within 24 weeks after signing the contract.

Eligibility

The following eligibility criteria should be demonstrated by the bidder:

  • The Service Provider must have experience of working on Hospital Disaster Safety or implementing similar programmes on similar hazards of at least 5 years.
  • The agency should have a track record of effectively finishing atleast 3 projects of a comparable nature in the domains hospital disaster safety, facilitating training programs and creation of hospital DM plans, modules and manual, and experience of having worked with State/ Central Governments conducting training / workshop of a similar nature will be an added advantage.
