About the Organization:

Room to Read is a global organization transforming the lives of millions of children in low-income communities by focusing on literacy and gender equality in education. They work in collaboration with local communities, partner organizations, and governments to develop literacy skills and a habit of reading among primary school children and ensure girls can complete secondary school with the skills necessary to negotiate key life decisions.

Background of the Project:

Fluent reading means that when a reader is reading any text with appropriate speed, accuracy and gesture. Stream flow reading is necessary to focus more and more on the meaning. In simple words, when a child concentrates more on recognizing the letters, their corresponding voices or voices and reading them as words, then he is not able to focus his attention on the meaning.

It is critical to look at this exercise as assessment for learning rather than assessment of leaning. This should help teachers to determine if their teaching methods are working and how well their students are learning. By assessing the progress of individual students as well as the class, a teacher can judge if his or her instruction of the subject matter has been successful. Using the results of assessments one can provide information on whether the teaching methodology is sound, whether changes need to be made at policy level to feed into the system.

Project Objectives:

General Objectives:

The main objective of this project is to provide integrated solution of an assessment tool which measure a child (1) Fluency and Comprehension, (2) Writing and (3) Speaking, for assessments of learning outcomes as defined NCERT framework.

Specific Objectives:

• To develop a real-time mobile application in the form of Hybrid app this works on Mobile accessible to different users and area offices nationwide.
• To provide technical assistance and recommended procedures for minimum requirements of the application system, and its components/module, hardware, network, standard architecture/tool/processes.
• To provide comprehensive structural capabilities covering the design, development, customization, roll-out/implementation, training and technology transfer, and after development support
• To provide maintenance service and technical support during the warranty period and transfer/turn-over the ownership of the system (executable file/source code) at the end of the retention period.
• To develop an application system that shall surely help teachers and government system at different levels on-time reporting of the same.
• To provide vital information and analytics outcomes as tool help in the decision making at different levels.

Scope of the Project

This project is expected and be functional within the specified timelines based on the agreed "Project Duration" of this documents after the signing of the contract.

• The Supplier shall need to discuss with Project Team in particular to fully understand the requirements of the desired output of user.
• The Supplier, in coordination with the Project Team, shall have to review the manual process, evaluate procedures and requirements to be better define the idea for the new application system.
• The Supplier and the Project Team shall define the detailed user requirements for development. The Supplier shall proposes the timeline, phasing, model, methodologies and other requirements for the development of the system. The results must be submitted to the Project Team for approval.
• The Supplier shall be piloted the application system as defined by the Project Team. If there is a need for modification or additional requirements it shall be subject to change management procedure.
• The Supplier together with the Project Team shall formulate U s e r s Acceptance Test (UAT) plan per module and as a whole to be approve by the Executive Project Team. There should be documented evidence that all the tests have been satisfactorily completed and conducted in accordance with the established standards. Users Acceptance Test (UAT) plan should be accomplished as per system components requirement.
• The Supplier, prior to final implementation, shall conduct administrator’s training, Trainor’s training and user’s training. Training modules, manuals and other training materials should be provided.
• The Supplier will provide all the deliverables.

Deliverables:

The following deliverables have to be achieved with the implementation of the required solution:

• Attain the business objectives stated in the Scope of Work
• Ensure that reports are drawn from a single source
• Employ the latest technology where applicable to the proposed solution
• Propose a solution that is scalable to accommodate future growth of the organization's business
• Propose a solution that is a fit to the business requirements.
• Accommodate changes and future enhancements
• Make sure the solution is logical and integrates to the current installed applications
• Ensure data integrity and data security by implementing quality control procedures and data entry levels

Terms and Conditions:

• The selected vendor will have to exercise flexibility in work since the app as envisioned will evolve during a particular course of time which might involve revisions and changes
• Since the app is being developed in collaboration with government, the vendor will need to attend meetings and discussions with SCERT and suggest the best way possible to incorporate their suggestions, if any

Suppliers Qualification and Profile

Qualifications of the Supplier:

Listed below are the minimum qualifications required from the Supplier.

• The Supplier must be a reputable Information Technology Firm with at least five (5) years business operation in the design, development, implementation and maintenance of such kind of platforms.

Supplier Profile:

The Lead Supplier should have the following skills and qualifications;

• Advanced degree (Masters Level) in a relevant field (Computer Science, Data/Information Management, Advanced Statistical Analysis, Information Technology, and Software Engineering)
• At least 10 years’ experience related to data management/database development and archiving, including use of web-enabled platforms and common statistical analysis tools.
• Proven with professional experience in database technologies, including their web client development and deployment, and development of web-based and mobile information systems
• Proven professional experience in developing and managing databases within the government sector and in the courier industry shall be an added advantage.
• Acquired certification from reputable IT institution for a certified IT professional proves to have a comprehensive set of skills to perform a particular IT job role.
• At least 7 years’ experience in systems design.
• Competent and dedicated staff that can be reached for feedback having at least 5 years of related work experience
• Excellent communication and writing skills
