About the Organization:

Population Services International, India is a registered Indian Society dedicated to the improvement of public health in India. As a mission, PSI makes it easier for people in the developing world to lead healthier lives and plan the families they desire by marketing affordable products and services. PSI’s core values are Measurement, Honesty, Pragmatism, Collaboration, Trust and Commitment Over the past twenty- seven years, PSI has collaborated with the Government of India and a number of donors to increase the use of modern contraception for family planning, to provide products and services for the health of mothers and children and to decrease the spread of HIV/AIDS and TB.

Project Samagra:

Samagra1 launched in April 2020 is funded by United States Agency for International Development (USAID), aims to create a resilient urban ecosystem by using a total market approach to provide comprehensive consumer-powered primary health for the urban poor, particularly women, girls, and other vulnerable populations.

The project has three strategic approaches:

  • Provide technical assistance at the national, state, and city levels to strengthen urban health systems through convergence of public and private stakeholders involve in urban design and micro planning for efficient delivery of primary health care.
  • Through a Sub-Grant mechanism, PSI acts as an accelerator hub to build upon evidence-based approaches with the local implementing partners (non- profit or for profit). The project endeavors to scale proven and promising high impact models, embedded in National Programs, such as Smart City, PMJAY and NHM.
  • The project aims to test experimental concepts and models to address unanswered questions, combine new ideas and incubate promising concepts. The project envisions to generate innovative solutions to take primary healthcare at affordable cost and closer to the hidden and scattered populations in the cities.

These strategic approaches will focus on two cross-cutting themes of harnessing the private sector and active community engagement through collaboration and partnerships to enable the eployment of more effective and sustainable solutions; and a collaborative learning and adaptive (CLA) management approach.

Objective of the Assignment:

The aim of this activity is to procure communications support services to design, plan and manage communications to build brand Samagra as a flagship urban health initiative in India, and create marketing materials for both stakeholder and public outreach. The communications agency will be expected to:

  • Design a communications/ advocacy strategy: The agency will map key stakeholders, conduct a SWOT analysis and based on project goals, develop an advocacy strategy.
  • Develop communication and advocacy material: The agency will promote the visibility of the brand by synthesizing learnings and successes through well drafted and presented advocacy briefs, case studies, factsheets, human interest stories, info graphics and a website.
  • Amplify Samagra through public and stakeholder outreach: The agency will create and curate online and offline content related to Samagra and/or urban health in India and will plan and launch special events around World Health Day, and other red letter days, including telethon/radiothons, news stories, radio programs, webinars, social media trends and other online and offline events.
  • Organize thought leadership events: The agency will plan and execute high profile consultations with experts in public health/urban health/urban planning to bring urban health to the fore of city planning.

Bidder’s Eligibility and Qualification:

  • The agency must have demonstrated expertise in elevating the visibility of non-profits / think tanks in the Indian policy milieu;
  • The agency must be able to leverage discounted media space/spots and testimonials for Samagra;
  • The agency must have a team of infographers and experienced writers and story tellers;
  • Experience with organizing online consultations with high profile participation;
  • Organisations (both non-profit and for profit) registered in India with a minimum experience of 10 years from the date of registration can apply;
  • Organisations with an annual minimum turnover of USD 100,000 during the financial year 2019-2020 are eligible to apply.
  • The organisation should be compliant with the Protecting Life in Global Health Assistance (PLGHA) and other relevant global assistance policies of the USAID. The USAID mandatory compliance measures shall be applicable to the identified partner organization.

Documents Establishing Bidder’s Eligibility and Qualification:

  • The Bidder shall furnish, as part of its bid, documents establishing the bidder’s eligibility to bid and its qualification to perform the Contract if its bid is accepted.
  • The documentary evidence of the Bidder’s qualifications to perform the Contract; if its bid is accepted to the Purchaser’s satisfaction.
  • That the Bidder has the financial and technical capability necessary to perform the Contract and meets the criteria outlined in the Qualification requirements.

Expected Results:

  • Result 1: Improved access to affordable quality health services;
  • Result 2: Improved governance for urban health; and
  • Result 3: Addressed the barriers related to social determinants of health.

Project Outcomes:

  • Increased use of modern contraceptives to delay and space births;
  • Increased case detection for tuberculosis (TB) and multidrug-resistant (MDR)-TB;
  • Improved coverage of antenatal care (ANC), intra-natal, and postnatal care (PNC);
  • Improved immunization rates; and
  • Increased awareness of signs and symptoms of COVID-19 and access to care and treatment services.

Budget and Duration:

  • The budget ceiling for the complete period of performance will not exceed USD 450,000.
  • The contract for the communication partner will be for the period Q1 2021 –December 2024.
  • Financial approvals for the selected research partner will be initially for the first twelve months, based on the approved work plan for the period. Subsequently project timeline will be renewed based on performance.
  • The budget for Year 1 for should not exceed USD 120,000.
