Background

In 2012, TMF launched its flagship employability program Skills-for-Market Training SMART with a vision, “To be a model vocational training program for youth from underserved communities, enabling them to actualize their potential in a career of their choice.” In alignment with the Skill India Mission, SMART empowers youth from underserved urban communities with requisite employability skills through structured training programs and helps them get placed in dignified jobs. The program emphasizes imparting Foundation Skills like Spoken English, Basic IT and Workplace Readiness along with domain specific knowledge and skills. The initiative enables employability amongst the youth of India empowering them with relevant skills and access to opportunities.

Since its inception, the SMART program is implemented with the mandate to have 50% of its beneficiaries as women. It seeks to benefit unemployed women from vulnerable urban communities, school dropouts, women with disabilities, and those unable to pursue higher education among others. It aims at providing another chance for women in their mid-ages to build a career in a short period. We also lend a hand in counselling and offer scholarships if needed. All SMART Centres and Academies have placement assistance cells to help women find the right job once they complete their course.

Over the years, SMART has successfully trained over 1.6 lakh youth, out of which 80,000+ are women beneficiaries. Every year approximately 22,000 youth are trained, out of which 50% are women.

The program is run in partnership with NGOs as well as directly by TMF. It has established a network of 75 SMART Centres (in partnership with NGOs) and 12 SMART Academies (directly run by TMF) across 11 cities of India (Bengaluru, Bhubaneswar, Chandigarh-Mohali, Chennai, Delhi-NCR, Hyderabad, Kolkata, Mumbai, Navi Mumbai, Pune, and Visakhapatnam). A total of 50 courses that are innovative and future-ready like Banking financial services and Insurance, Finance & Accounting, General Duty Assistant, ITES-BPO, Logistics, Medical Coding, Refrigeration, AC & Washing Machine Technician, Tally accounting, Web Designing, in 15 domains are offered through the SMART centres

SMART Academies are run directly by the Foundation and offer more advanced and longerterm training for specialized sectors in Allied Healthcare, Logistics, and Digital Technologies. The SMART Academies offer over 35+ diplomas, certificates and advanced courses with a blend of theory, practical, and on-the-job training.

Purpose

We are seeking proposals from qualified research organizations with an established track record in the social development sector to conduct an impact assessment study of our SMART program with focus on women empowerment. The primary objective of this study is to evaluate the quantitative as well as qualitative impact of the program on women beneficiaries across our centres and academies. The study would include women beneficiaries of the program from the last three years (FY 21-22 to FY 23-24). A total of 29,309 women beneficiaries have been trained under the program, out of which over 70% have been placed acrossthe cities where TMF runsthe program - Bengaluru, Bhubaneswar, Chandigarh-Mohali, Chennai, Delhi-NCR, Hyderabad, Kolkata, Mumbai, Navi Mumbai, Pune, and Visakhapatnam.

Objectives of the Study

 To evaluate the effectiveness of the employability program (SMART) in enhancing the employability of women beneficiaries.

 To understand the qualitative impact of the program on the personal and professional lives of the beneficiaries.

 To assess the sustainability of the outcomes achieved through the program.

 To identify areas for improvement and provide recommendations for future interventions.
