About the Organization:

MOIL is a Schedule “A” Miniratna Category-I Company. It was originally incorporated as Manganese Ore (India) Limited in the year 1962. Subsequently, name of the Company was changed from Manganese Ore (India) Limited to MOIL Limited during the financial year 2010-11. At present, MOIL operates 11 mines, seven located in the Nagpur and Bhandara districts of Maharashtra and four in the Balaghat district of Madhya Pradesh. MOIL has set up a plant based on indigenous technology to manufacture 1,500 MT per annum capacity of Electrolytic Manganese Dioxide (EMD). In order to promote non-conventional energy resources, MOIL has installed 4.8 MW Wind Energy Farm at Nagda Hills and 15.2 MW Wind Farm at Ratedi Hills, Dist. Dewas in Madhya Pradesh.

Instructions to Bidders:

Special Note towards Earnest Money Deposit (EMD) –

A: For Non-MSEs:

  • EMD is not applicable for this tender. In compliance to OM no. F.9/4/2020-PPD dated 12.11.2020 regarding 'Bid Security / Earnest Money Deposit, issued by Department of Expenditure, Ministry of Finance, GOI, EMD is not required to be paid against this tender.
  • In place of Bid Security/EMD, bidders shall have to Mandatorily upload in the upload link, the ‘’signed Bid Security Declaration’’ as per the attached format, in lieu of EMD amount. In absence of this mandatory declaration, the bid will be out-rightly/summarily rejected and no correspondence in this regard shall be entertained.

B: For Micro and Small Enterprises (MSEs):

MSEs registered with Udyam Registration Certificate/NSIC are eligible for the benefits under the new Public Procurement Policies for MSEs as notified by Govt. of India, Ministry of Micro, Small & Medium Enterprises (MSME) vide Gazette Notification dated 26.03.2012 scheme, provided they have valid registration certificate with the above authorities and cover the tendered/offered items.

 Step I: The participating bidders under this category should mandatorily mention the document type in the space provided in the Commercial Term Template on MSTC Portal.

Step-II: Upload the relevant document in the upload link. The status of MSE shall be decided based on the uploaded document and if found in line then only , their offer shall be considered for further evaluation. In short, mentioning the exemption document type in the space in the Commercial Term Template on MSTC Portal & uploading the same in the upload link is mandatory, failing which the offer shall be liable to be rejected.

C: PSUs:

  • State/Central Govt. Organization/PSUs are exempted from submission of EMD/SD. However, they should mandatorily mention the document type in the space provided in the Commercial Term Template on MSTC Portal and Upload the relevant document in the upload link, failing which the offer shall be liable to be rejected.

Pre Qualifying Criteria:

  • The bidder should submit Experience certificate along with detailed work orders of having completed similar type of work of 30% of value of the present tender, in a single contract during last three years.
  • In case work is executed for private parties, self-certified copy of relevant Tax Deduction at Source (TDS) Certificate issued by the deducter should be submitted by the tenderer along with relevant work order to enable ascertaining scope of work in addition to satisfactory work completion certificate from the party.
  • MOIL shall be at liberty to seek independent confirmations from concerned party(ies) to ascertain veracity of the particulars submitted including scope of work and the bidder should have no objection to seeking such confirmations.

Details of Similar Works: Similar Works shall mean Carrying out Impact Assessment Study, Baseline study, need assessment studies.

  • "The party's turn over for the last three years (i.e. 2017-18, 2018-19 and 2019-20) should be at least two times the value of the present tender. The Turn Over certificate for the last Three years (i.e. 2017-18, 2018-19 and 2019-20) issued by practicing Chartered Accountant/Cost Management Accountant with their UDIN mentioned on it".
  • Solvency certificate from the bankers, issued within last one year form the date of opening of Part-I Techno-commercial bid having valuing 25% of present contract.
