Request for Proposal (RFP) for "Study of existing schemes/program for Coastal areas and identification of institutions for networking opportunities” under the GCF funded project on Enhancing Climate Resilience of India’s Coastal Communities. (Ref:RFP-034--2020)


Background 

The Indian coastline is amongst the world’s most vulnerable to climate change impacts, including extreme temperatures, changes in precipitation patterns, increased incidence of extreme weather events and sealevel rise. 250 million people reside within 50 kms of the coast (i.e. 3.5 percent of world’s population). Coastal and marine ecosystems have proven to be cost-effective buffers that protect the shoreline against natural disasters such as cyclones and floods. The Indian coastline has rich mangrove cover, corals and other coastal ecosystems that support a range of livelihoods underpinned by goods and services crucial for the wellbeing of communities that live on subsistence. Ecosystem degradation due to climate change has a detrimental effect on the lives and livelihoods of these vulnerable communities putting them at risk from drought, saline intrusion, coastal flooding and erosion, etc. leading to decline in the productivity of fisheries, agriculture and aquaculture.


This will be achieved through a number of innovative means:

  • Enhancing cross-sectoral planning and governance of the coast through an innovative comanagement approach;

  • Investing in ecological infrastructure to buffer against climatic impacts and climate-induced disasters;

  • Supporting climate-resilient coastal livelihoods through enhanced access to finance for enterprise development and market linkages


Objectives of the assignment: 

The main objectives of this Study of existing schemes/programs for Coastal areas and identification of institutions for networking opportunities are: 

  • Study of current schemes/programs related to coastal areas (supported by government, bilateral / multilateral /private sector CSR funding) 

  • Identification of institutions (South Asian regional, national and coastal states) to be included as part of a network under the GCF project for convergence and knowledge sharing 

  • Identification of potential areas of collaborative work with institutions, agencies and networks related specifically to the key activities envisaged in the GCF Coastal project.


Timeframe and deadlines 

  • The study needs to be completed within a time period of (3 months) 90 days. Desired requirements: 

  • The agency should have five years of relevant experience in the field of governance and institutional development. 

  • The agency should have experience of coastal management, conducting studies in the climate change and environment sector at National and State level. Studies conducted in any of the 13 coastal state government in India will be an advantage. 

  • Team Leader should have Master’s degree from a recognized institution in the areas of public policy/public administration/environment management 

  • The team may comprise of experts in the field of Institutional Development, social development, coastal management, climate change, knowledge management and networking.

Desired requirements

  • The agency should have five years of relevant experience in the field of governance and institutional development.
