The International Centre for Research in Agroforestry – ICRAF (also known by the brand name ‘World Agroforestry Centre’) is a Centre of scientific excellence that harnesses the benefits of trees for people and the environment. About the Proposal

CIFOR-ICRAF is leading the implementation of the Trees Outside Forests in India (TOFI) Program - a five-year joint initiative by the United States Agency for International Development (USAID) and the Ministry of Environment, Forest and Climate Change (MoEFCC) of the Government of India. The TOFI program aims to expand the area under trees outside forests to enhance livelihoods and ecosystem services across seven participating states, namely Andhra Pradesh, Assam, Haryana, Odisha, Rajasthan, Tamil Nadu, and Uttar Pradesh.

Scaling up Trees Outside Forests (TOF) in India has the potential to yield substantial environmental, economic, and social benefits, aligning with the goals and international commitments of the Indian government. However, several barriers related to policies, economic factors, capacity, and information exist, which require focused attention to achieve widespread impact. The TOFI Program has been designed to specifically address these barriers, with a particular emphasis on unlocking and capitalizing on the promising opportunities for expanding Trees Outside Forests (ToF) in the seven participating states.

Purpose

Nurturing and strengthening the development of TOF-based enterprises is one of TOFI’s central strategies to incentivize investment in TOF expansion. Multiple interventions, particularly those related to policy will support their flourishing.

CIFOR-ICRAF is currently seeking an agency to analyze and support the amendment of state building codes and revision of public procurement plans and practices accordingly. Further, the work will involve engaging with state-level stakeholders to ensure this amendment is well implemented. This initiative is intended to significantly boost the demand for TOF-based products within the building and construction sector, thereby stimulating increased investment in its production and associated economic opportunities.

Deliverables

The key deliverables for the selected agency will be:

  • Reviewing building codes and town planning guidelines currently in-force in various Trees Outside Forests in India (TOFI) implementing states.
  • Development of a revised comprehensive building code advisory for potential issuance by MoEFCC to all states for facilitating Trees Outside Forests (TOF) product utilization in the construction sector.
  • Review of procurement strategies of TOF products followed by various states.
  • Develop a detailed report outlining the strategies to incorporate wood-based products in buildings and recommendations on revisions in town planning guidelines for enhanced tree cover in urban areas.
  • Undertake training of relevant stakeholders and public outreach to promote the adoption of TOF-based products in the building sector.

Consultancy duration: 180 days

Eligibility

  • Proven experience in providing strategic consulting in the areas of climate change mitigation policies, sustainable public procurement, building code development, energy efficient building design, GHG mitigation, LEED/GRIHA/IGBC or other related certifications.
  • Demonstrated experience in policy development, program implementation and training of stakeholders in the green buildings space.
  • Strong knowledge of the socio-economic and environmental contexts in India, particularly in relation to incorporating Trees Outside Forests (TOF) based products in building/construction purposes.
  • Demonstrated high-level experience in public and private sector engagement and policy-level documentation.
  • Ability to synthesize findings, recommendations, and insights into a well-crafted technical report.
  • Relevant experience of work: Minimum 10 years.
