Background

Noida is a bustling metropolitan with all the dynamics and complexities associated with one. As the city grows exponentially day by day, so does the amount of municipal solid waste generated. HCL Foundation has launched an initiative Clean NOIDA and intends to carry out works and services to implement effective solid waste management in Noida city. This initiative aims to transform the city into a litter and waste free region, covering all Residential Welfare Associations and urban villages. The major focus areas of the project are capacity building of relevant stakeholders, intensive behavior change campaigns, awareness drives and technological solutions.

The Project aims to tackle different components of waste management and one such aspect is also efficient Cow dung waste management and its disposal in an environment friendly manner, along with supporting the principles of environment sustainability through reduction in green houses gases (methane) that is emitted from cow-dung. Generation of Biogas through cow dung management is an effective intervention to overcome the stated challenges. It will not only ensure proper utilizing of the energy produced from biogas, but also lead to efficient disposal of cow dung waste, which otherwise is dumped improperly on road side/open space or washed away in drains.

Objectives of the RFP

The purpose of this document is to request for proposals in-line with the standards of HCL Foundation. Respondents are requested to submit their proposals on the basis of detailed instructions given below. Proposals are invited from organizations with a track record of successfully implementing projects of installation, commissioning and O&M of biogas plants of different capacities. Further the aim is to identify a notable partner to analyze the current situation of cow dung management and disposal at two Gaushalas situated in Sector 94 and 14A of Noida, with the aim to conduct brief need assessment, furnish feasible solutions and plans in order to sustainably manage Cow dung waste and processes them /generate biogas to meet their energy requirements of various kinds. Install and manage the Biogas plants in the defined areas, and also establish end-to-end systems for processing of cow dung within the given geography/location.

The objective is to develop a comprehensive Cow Dung Management Plan, by means of creating appropriate technological/mechanical interventions and also reinstate aesthetic clean-green value at these gaushalas. Additionally, the aim is to create sustainable environment solutions by optimally tapping the methane and converting into bio-gas for meeting energy requirements at these gaushalas. The partner also needs to suggest/implement solutions for effective management and processing of any byproducts (like slurry) to ensure a holistic system of waste management and creating value from waste contributing to circular economy.

Budget proposals not shared in the given format are liable for rejection. 

Proposals received after the due date will not be considered.
