Our approach to address these deep-rooted barriers:

  • Partnerships approach to draw additional resources, a vast pool of diverse expertise, and innovations to tackle a social sector problem at scale 
  • Platform approach to influence systemic transformation through an alliance of partners for "scalable learning" by leveraging a pool of diverse resources to address a single problem with speed

Purpose: To execute and draft recommendations from a Consultation Workshop at National and state level in 2 states that will work to improve Adolescent health, nutrition, Sexual & Reproductive health, Mental health, gender sensitivity and advance girl and adolescent empowerment in tribal districts, in support of the Government of India’s work to achieve Sustainable Development Goal 3 by 2030

The strategy of execution is by way of decoding the ecosystem, players, interventions and co-solution the project by bringing all National/State “key players” and “Determiners”, “Influences”, and together convene on a 3-pronged method of decoding the problem: -

Module 1 - SYSTEM OF TODAY & UNDERSTANDING THE SCALE OF THE PROBLEM;

Strategic Concerns - underlying the National Consultations / State Consultations

Can improving the health and nutritional status of adolescent girls, equal opportunities in education, postponing marriage, inclusion and skill development, improved mental health and emotional wellbeing become a “critical game changer” in addressing the Adolescent populations health and development?

How comprehensive and effective are the Adolescent health programs and public health systems in addressing the needs of adolescents, especially in tribal areas?

Gender sensitivity, empathy, and the need for DEI (Diversity, Equity and Inclusion) within our systems; Is there a need? How?

 How could systematic engagements with stakeholders and opportunities within our systems be leveraged for promoting sensitivity and DEI (Diversity, Equity, and Inclusion)?

 How do we engage with community groups, parents, peer educators, teachers at the village level to collectively explore the consequences of their behavior, become engaged in decision making and proactively participate in problem solving for their community?

 Socioeconomic inequalities, compounded by gender, cultural and geographical discrimination, for adolescents and young women from poor, rural and indigenous communities, impede the public health system apart from depriving them of other entitlements and inadequate information of basic services.

Context to the Agenda

There are 1.3 billion adolescents in the world today, more than ever before, making up 16 per

cent of the world’s population. Defined by the United Nations as those between the ages of 10 and 19, adolescents experience a transition period between childhood and adulthood and with it, significant growth and development. As children up to the age of 18, most adolescents are protected under the Convention on the Rights of the Child. Yet, their vulnerabilities and needs are distinctly different from those of children and therefore often remain unaddressed. India has the largest adolescent population in the world, 253 million, and every fifth person is between 10 to 19 years!

Additionally, India’s overall population is also characterized by its youthfulness. More than 50% of the population is below the age of 25, and over 65% are below the age of 35. As of 2020, the average age of an Indian is 29 years, compared to 37 for China and 48 for Japan. By 2030, India’s dependency ratio (the ratio of dependent population to working-age population) will be just over 0.42.

India stands to benefit socially, politically, and economically if this large number of adolescents are safe, healthy, educated and equipped with information and life skills to support the country’s continued development. Both adolescent girls and boys lack access to information on issues affecting their lives and have limited spaces to develop competencies crucial for active participation. Adolescent girls, especially, are exposed to multiple layers of vulnerability due to pernicious social norms affecting the value of girls, which in turn affects their ability to move freely and to make decisions affecting their work, education, marriage, and social relationships.

Areas of Focus:

The consultation will focus on to design to empower indigenous girls and women to make informed choices to improve their overall wellbeing. To this end, the program seeks to develop and strengthen comprehensive adolescent and youth health training and life skills programs, conduct evidence reviews on existing community interventions to improve adolescents and young people's health in low and middle-income settings, collate national and state-level data, refine strategies, strengthen partnerships, develop a fund-raising plan, and more. The program will also summarize key lessons learned for further implementation, evaluation and scale-up, develop a 5- and 10-year work plan, draft a vision and strategy document, and make revisions. Through these pathways, our program will create a brighter future for indigenous girls and women. As we strive to further our work and strategy, we will focus on several key areas during the design phase.

Desired profile of the Agency

1. The agency/institution should have at least 10 years of experience in conducting National Consultations and collating Reports and Developing Frameworks in the Health, Social, Youth, Adolescent, development agendas in India.

2. They must be able to organize the consultation with suitable partners through, identification, invitation and in close co-ordination with PSMRI.

3. Prepare the National Consultation Report referencing (not limited to) the Project Title and the Strategic scope.

4. Ability to provide data and strategic insights into the curated consultation.

5. Ability to include and engage various stakeholders’ perspectives and recommendations.

6. Have similar past experiences and strong relationships and connects with Government of India; Civil Society Organizations (CSOs); Mental Health and Wellness Organizations; Youth and Adolescent Bodies; Social justice and Empowerment ministries and Associations; Research Institutes and tribal specific bodies
