About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. This is planned to be accomplished by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral strategy for building a Safer, Disaster Resilient and Dynamic India.

Job Description

The Climate Finance Professional (Consultants, Senior Consultants, and Lead Consultants) will be engaged to provide technical expertise at varying levels of responsibility and experience. The roles are designed to ensure that climate finance strategies are developed and implemented effectively, helping to secure the financial resources required to mitigate and adapt to the effects of climate change in disaster-affected regions. The responsibilities will include the development of climate finance strategies, engagement with financial institutions, and advising on funding for climate resilience programs.

  • Consultants will support the design and implementation of climate finance strategies, assist in mobilizing resources, and contribute to carbon market mechanisms.
  • Senior Consultants will lead the development of green finance strategies, advise on policy development, and engage with stakeholders to foster investments in climate resilience projects.
  • Lead Consultants will provide strategic leadership in the design and implementation of climate finance mechanisms, working with national and international stakeholders to mobilize large-scale climate finance for disaster risk management and recovery.

Job Responsibilities

The Climate Finance professional will work across different levels and will be expected to contribute to the following tasks and responsibilities, with variations in scope and leadership based on the level:

  • Climate Finance Strategies: Consultants will support the development of climate finance strategies to address funding needs for climate adaptation and mitigation programs. Senior Consultants will lead the development of comprehensive strategies for financing climate resilience programs at national and regional levels. Lead Consultants will provide high-level oversight in aligning national climate finance strategies with global financing frameworks and ensuring the integration of climate finance into broader disaster risk management strategies.
  • Green Finance & Investment: Consultants will assist in identifying green finance opportunities and engage with financial institutions to secure investments in climate-related projects. Senior Consultants will lead the development of green finance initiatives, working with investors and policymakers to scale up financial support for sustainable climate projects. Lead Consultants will ensure the alignment of green finance strategies with global sustainability goals and mobilize investments from multilateral organizations and private-sector actors.
  • Carbon Market Mechanisms: Consultants will assist in understanding and implementing carbon market mechanisms to support climate finance projects. Senior Consultants will lead efforts to integrate carbon finance into national programs, ensuring that carbon credits are effectively used to finance climate adaptation and mitigation efforts. Lead Consultants will provide strategic oversight and engage with international carbon markets to maximize the flow of financial resources to climate resilience projects.
  • Climate Change Mitigation: Consultants will assist in designing and implementing programs that aim to mitigate the impacts of climate change, particularly in disaster-affected areas. Senior Consultants will lead mitigation initiatives, ensuring that programs align with national climate change mitigation goals. Lead Consultants will oversee the strategic direction of mitigation programs and ensure they are adequately financed through national and international climate finance mechanisms.
  • Climate Change Adaptation: Consultants will support the development of programs aimed at enhancing resilience to climate change. Senior Consultants will lead the design and implementation of climate adaptation programs, ensuring that they are financially viable and aligned with local needs. Lead Consultants will oversee large-scale adaptation projects and ensure that they integrate financial resources from various climate finance sources.
  • Policy Development: Consultants will assist in the development of policies that promote climate finance and resilience. Senior Consultants will lead policy development efforts, ensuring that climate finance policies support the long-term goals of disaster resilience and climate adaptation. Lead Consultants will provide strategic guidance on national climate finance policy, ensuring alignment with international standards and best practices.
  • Stakeholder Engagement: Consultants will support stakeholder engagement efforts, including coordination with government agencies, financial institutions, and NGOs. Senior Consultants will lead stakeholder engagement initiatives, facilitating dialogue between key actors to secure support for climate finance projects. Lead Consultants will provide strategic leadership in coordinating with international stakeholders, including donor agencies and multilateral organizations, to maximize financial support for climate resilience.

Education Qualification/Required Skills & Experience

  • Education: Master’s in Environmental Science, Economics, Finance, or related field.
  • Certifications: Professional certification in Climate Change, Environmental Economics, or related field.

Experiences:

  • Consultant: 3-7 years of experience in climate finance, project finance, and carbon market mechanisms, with a focus on mobilizing resources for climate adaptation and mitigation.
  • Senior Consultant: 8-12 years of experience in climate finance, with expertise in green finance, policy development, and financial mobilization for climate resilience projects.
  • Lead Consultant: More than 12+ years of experience in climate finance, including leadership in project finance, carbon markets, and the integration of climate finance into disaster risk management frameworks.
