Job Description

The Consultant will provide technical and programmatic support to the Rural Works Department, Government of Bihar, in developing a high-quality, fundable Detailed Project Report (DPR) under the State Disaster Mitigation Fund (SDMF). The Consultant will work in close coordination with BSDMA and UNDP to ensure the DPR is aligned with sectoral risk priorities and national/state guidelines.

Programmatic Support:

General

  • Undertake a visit to the state offices of BSDMA and the Rural Works Department, and hold inception meetings with BSDMA and state department officials to identify their specific needs, and kick-start the activities.
  • Undertake field visits, only if absolutely necessary, subject to prior discussion with UNDP (the majority of the data are expected to be available at the state level).
  • Develop a comprehensive framework for assessment and mapping of the disaster risks in Bihar (considering the hazard, exposure and vulnerability), related to rural infrastructure, in consultation with BSDMA and Rural Works Department.
  • Provide support to the Rural Works Department in the identification of projects for disaster risk reduction, and in the conceptualization and development of a Detailed Project Report (DPR), by outlining the project’s scope, objectives, methodology, budget, implementation plan, and expected outcomes.
  • Develop a robust Monitoring and Evaluation (M&E) framework as part of the DPR to support tracking of outcomes and project effectiveness.

Reporting & Coordination:

  • The consultant will report to the UNDP.
  • Close coordination with BSDMA and the Rural Works department.
  • Regular updates to UNDP focal point on progress and challenges.

Education Qualification/Required Skills & Experience

  • Master’s degree preferably in Disaster Risk Management, Civil Engineering, Infrastructure Planning, public policy Humanitarian studies, development studies, social sciences, or a related field.
  • Minimum 15 years of professional work experience in providing technical advice in the development and implementation of policies and programs at national and state levels, including the review of policy documents and programs in the area of disaster risk reduction, climate change management, humanitarian action or closely related fields.
  • Publication track record in rural infrastructure, climate-resilient construction, or experience of developing DPRs/project proposals for State Governments on rural roads, flood-proofing infrastructure, or other rural assets.
  • Experience in the application of global and regional frameworks for disaster risk reduction and climate change to the Bihar context, including the domestication of the Sendai Framework, is preferred.
  • Experience in providing regional policy advice, regional technical assistance, and capacity development to support multi-stakeholder institutions in establishing and coordinating multi-partner interventions is highly desirable.
  • Experience working in Bihar on disaster risk reduction, climate change adaptation, and/or humanitarian response is highly desirable.
  • Coordination experience working directly with governments, development partners, and UN agencies.
  • Fluency in English, both spoken and written, is required.
  • Fluency in Hindi is highly desirable.
