Job Description

We seek a results-oriented person to lead our organisation's efforts in codifying pathways out of poverty for vulnerable citizens and their families by strengthening the state's capacity to provide a strong social protection net. The Director MERL will be responsible for shaping and executing our Monitoring, Evaluation, Research and Learning strategy, with a specific focus on domains of education, maternal & child health, and sustainable livelihoods. Within these domains, the efforts would target the medium and long-term impact of the implementation of section 12(1)(c) under the Right to Education Act, studying sustainable livelihood interventions with the lens of eventual income increase, the importance of a social protection net in the first 2000 days, and strengthened protection from exogenous shocks.

Job Responsibilities

  • MERL Strategy Development: Lead the development of a comprehensive MERL strategy (increased focus on Evaluation & Research) aligned with the organisation's goals of scaling impact across states within domains of education and livelihoods. Define the rationale, clear objectives, targets, and metrics for measuring impact across programs and innovation projects with a special focus on capturing the efficiencies of improving welfare access for vulnerable citizens at scale
  • Research and Innovation: Work with the Citizen Experience Learning Lab (CELL) to conduct research and analysis and identify gaps and opportunities in the funnel of discovery →documentation→delivery of welfare entitlements. Lead efforts to gather evidence and insights from the prototypes with a focus on scalability, sustainability, and effectiveness
  • Monitoring and Evaluation Leadership: Oversee the design and implementation of robust monitoring, evaluation, research, and learning (MERL) systems to track progress and assess the effectiveness of our ‘cash+care’ interventions, including targeted basic income pilots. Utilise data and evidence to support the Operations team to iterate on program design, strategy development, and decision-making processes
  • Capacity Building: Provide mentorship, training, and technical assistance to staff members and partner organisations on impact measurement, evaluation methodologies, and evidence-based programming, focusing on documenting innovations in social protection (including basic income) with the purpose of sharing learning back to the ecosystem
  • Stakeholder engagement: Collaborate closely with government agencies, academics, civil society organisations, third-party M&E agencies, and other stakeholders to generate evidence on building state capacity to sustainably alleviate poverty at scale

Education Qualification/Required Skills & Experience

  • A Masters degree in a relevant field, such as economics, development studies, or public policy, with a specific focus on research methods and data analysis
  • Minimum of 3 years of experience in senior leadership roles focused on impact measurement, monitoring and evaluation, or program management, preferably in the international development or non-profit sector.
  • Proven track record of designing and implementing MERL strategies in organisations that have led significant social change and positive outcomes for marginalised communities, with specific experience in researching and innovating on social protection
  • Strong analytical and strategic thinking skills, with the ability to translate data and evidence into actionable insights and recommendations.
  • Excellent communication and influencing skills, with the ability to effectively engage with diverse stakeholders and drive consensus around impact goals and priorities.
  • Team management abilities, with a track record of building and motivating high-performing teams.
  • Deep commitment to equity, social justice, and willingness to grow organisational capacity toward navigating the tensions across levels of the individual, the organisation and the system
