Job Description
The District Programme Manager will lead implementation of the Digital Governance and Social Protection programme at district level. The position will coordinate with district administration, line departments, block officials, and frontline team to ensure effective household identification, entitlement linkage, benefit tracking, and follow-up through the DPI.
The selected candidate will be awarded one-year fixed-term contract, renewable based on project performance, funding availability, and organizational requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- District Programme Management
- Lead programme implementation across assigned district.
- Prepare district implementation plans and monitor progress.
- Ensure timely execution of household listing, validation, entitlement mapping, and benefit tracking.
- Monitor programme quality and adherence to operational protocols.
Field Implementation
- Supervise block-level and GP level implementation activities.
- Coordinate with frontline workers, Vikas Mitras, SHGs, Panchayats, and implementation support teams.
- Supervise Implementation Support Officers at a cluster of GPs.
- Build capacities of sub-district teams and relevant government frontline team.
Monitoring and Reporting
- Track entitlement gaps and support timely resolution.
- Prepare district progress reports and implementation updates.
- Support data quality assurance and verification activities.
Government Collaboration
- Serve as the primary programme interface with the Deputy Development Commissioner, District Magistrate, line departments, and Block Development Officers.
- Facilitate district convergence meetings and interdepartmental coordination.
- Support implementation of review and escalation mechanisms.
Qualification, Skills & Experience
- Master’s degree in social work, Rural Development, Public Administration, Development Studies, Management, or a related field.
- Minimum 8 years of experience in implementation of development programmes at district level.
- Experience working with district administration and line departments.
- Experience in social protection, livelihoods, rural development, or poverty reduction programmes preferred.
- Strong coordination, facilitation, and programme management skills.
- Willingness to undertake extensive field travel within the district.
