Position Overview

The Manager – MEAL is responsible for leading the implementation of monitoring, evaluation, accountability, and learning systems across programs. This role ensures data quality, performance tracking, learning integration, and accountability to stakeholders. The position plays a key role in translating data into actionable insights for program improvement.

Core Responsibilities (70%)

  • Design and implement organisation and project-level MEAL frameworks, indicators, tools, and data collection systems aligned with programme objectives and Theory of Change.
  • Lead data collection, quality assurance, analysis, and dashboard reporting to ensure timely, accurate, and reliable programme information.
  • Plan and oversee baseline, outcome, impact and end-line assessments, evaluations, research studies, and evidence-generation initiatives.
  • Maintain organisational results frameworks, data standards, and reporting systems to ensure consistency across programmes.
  • Conduct field visits to monitor programme implementation, verify data quality, and provide technical support to field teams.
  • Build the capacity of staff and partners in MEAL systems, digital tools, data use, and evidence-based decision-making.
  • Prepare analytical reports, dashboards, and learning products for management, donors, and other stakeholders.
  • Promote organisational learning by documenting good practices, lessons learned, and recommendations for programme improvement.

Link Responsibilities (15%)

  • Collaborate with Programme teams to develop indicators, track performance, and strengthen results-based management.
  • Support Communications and Fundraising teams with data, evidence, and impact stories for reporting and resource mobilisation.
  • Coordinate with IT teams and external vendors to maintain and enhance MIS platforms, digital tools, and data systems.

Systemic Responsibilities (15%)

  • Promote a culture of data-driven decision-making and evidence-based programme management across the organisation.
  • Ensure ethical data management, safeguarding, confidentiality, and compliance with organisational standards.
  • Foster organisational learning through reflection, knowledge sharing, and documentation of good practices and lessons learned.

Qualifications & Experience

Required

  • Master's degree in Social Sciences, Statistics, Development Studies, or a related field.
  • Minimum 10 years of progressive experience in MEAL within the development sector.
  • Experience in designing and managing organisation-wide MEAL systems and frameworks.
  • Strong knowledge of results frameworks, logical frameworks, Theory of Change, and performance measurement.
  • Proficiency in data collection, analysis, digital data management tools, and real-time MIS dashboards.

Preferred

  • Experience with both qualitative and quantitative research and evaluation methodologies.
  • Familiarity with digital MEAL platforms and MIS applications.
  • Experience working with donor-funded development programmes.

Skills & Competencies

  • Strong data analysis, visualization, and reporting skills.
  • Hands-on experience with digital tools like Kobo, Power BI, SPSS, or Excel.
  • Strong communication, problem-solving, and team management abilities.
  • Ability to communicate effectively in English, Hindi, and local language.
  • Stakeholder engagement, coordination, and representation skills.
  • Good written and presentation skills in both English and Hindi.
