About EAII

EAII Advisors, Evidence Action’s technical partner in India, supports state governments in delivering evidence-based public health programs, including safe drinking water initiatives and school and Anganwadi-based National Deworming Day and iron and folic acid supplementation. Operating across 10 states, EAII Advisors provides technical assistance to ministries of health, education, water, and women and child development, reducing health burdens in impoverished communities and improving the long-term wellbeing of children and families. 

The Role 

We are looking for a proactive, detail-oriented Officer to join our People and Culture (P&C) team, based in Patna, Bihar. This role is primarily focused on recruitment: managing end-to-end hiring for assigned positions, from job description development through offer, and ensuring EAII attracts and selects strong candidates efficiently. Alongside recruitment, the role also supports broader People & Culture operations for the Bihar state team, including acting as a first point of contact for HR queries, supporting grievance resolution, contributing to field-staff HR policy development, and coordinating onboarding and offboarding. The role reports to the Manager, Talent Acquisition (with dotted line reporting to Senior Manager, P&C) and serves as a bridge between the National Office P&C team and the Bihar state office and field-based staff.

Responsibilities

Recruitment

  • Manage the end-to-end recruitment process for assigned roles, including but not limited to scheduling hiring kick off calls, aligning on core recruitments by fine tuning job descriptions and agreeing KSAs with hiring managers through sourcing, screening, interviewing, reference checks, and offer.
  • Identify and use the recruitment channels best suited to each role and hiring geography, including job boards, social media, and professional networks, to build strong and timely candidate pipelines.
  • Conduct effective phone screens to assess candidate fit on qualifications, experience, culture, values, and pay expectations, and coordinate interview panels to ensure a positive candidate experience.
  • Utilize AI platforms to make process improvements within recruitment process and provide input to reporting manager.
  • Maintain accurate recruitment records in the applicant tracking system and recruitment tracker, provide back up support as required for other members within the P&C team.
  • Employee Engagement and Support Act as the first line of HR support for Bihar state office-based and field staff.
  • Provide guidance on HR policies, processes, and benefits.
  • Collect, document, and address feedback from office-based and field team members.
  • Serve as a trusted contact for conflict resolution and grievance handling, escalating issues and with guidance from the National Office P&C team.
  • Work with the National Office P&C team to develop and refine field-staff-specific HR processes, and lead orientation and refresher training for field staff in Bihar and other locations.
  • Coordinate onboarding and offboarding for field staff in Bihar, collaborate with state team managers and the National Office to align HR support, and support HR data collection and reporting.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent work experience)
  • Minimum 4 years of experience in recruitment, ideally with some exposure to broader HR operations such as onboarding or employee relations
  • Familiarity with applicant tracking systems (ATS), HRIS platforms, and other HR tools
  • Experience supporting field-based or state-level teams, ideally within the development or public health sector
  • Strong interpersonal and communication skills, both written and verbal, with proficiency in English and Hindi
  • Ability to maintain confidentiality and handle sensitive employee information with professionalism and discretion
  • Strong organizational and time management skills, with the ability to manage multiple concurrent priorities and timelines
  • Proficiency in MS Office applications (Word, Excel, PowerPoint) and comfort working in a dynamic, fast-paced environment
  • Curiosity about AI and automation tools for recruitment or HR workflows, or direct experience applying them in a talent acquisition or broader role.
