PFEL partners with government institutions to strengthen systemic reforms in education. At RSCERT, PFEL supports the Assessment Cell in designing competency-based assessments, piloting innovative tools like the Holistic Progress Card (HPC), and aligning evaluation practices with NCFSE and NEP 2020 priorities.

Position Overview

We are seeking highly motivated individuals with a passion to bring large scale change in the public education system of India, with strong designing, implementation and operational skills to support our leadership practices and assessment reform interventions on the ground as Program Leader.

Reporting to the Program Manager of the location, the Program Leader (PL) will be responsible for ensuring effective designing and implementation of the assessments, Gandhi Fellowship programs and the target achievement of projects.

The Program Leader will lead PFEL’s work with the Assessment Cell at RSCERT, Udaipur, ensuring effective design, implementation, and monitoring of assessment-related interventions. The role requires strong expertise in competency-based evaluation, data driven decision making, and stakeholder engagement to institutionalize reforms across Rajasthan.

Key Responsibilities Assessment Interventions

  • Lead design, review, and piloting of SA, CBA, and MSRA papers for grades 3-8.
  • Oversee contextualization, piloting, and feedback integration for secondary stage HPC.
  • Develop blueprints and tools for baseline and endline assessments across grades 6-12.
  • Support tool development, content review, and dissemination.
  • Facilitate HOTS based workshops, ensuring quality and alignment with NCERT outcomes.

Stakeholder Management

  • Collaborate with RSCERT leadership, Assessment Cell officials, and DIET faculties.
  • Represent PFEL in committee meetings, workshops, and national seminars.
  • Build networks with NCERT, PARAKH, DOSE Bikaner, and other partners for scaling reforms.
  • Facilitate stakeholders and doner visits in the respective institute.
  • Enable advocacy networks to sustain reforms and scale innovations.

Reporting & Documentation

  • Prepare progress reports, concept notes, and policy briefs for assessment interventions with authentic data.
  • Document piloting feedback, success stories, and learnings for dissemination.
  • Contribute to PAB budgets, logic documents, and monitoring frameworks.
  • Document case studies, success stories, and learnings for knowledge dissemination.
  • Track interventions using empowering frameworks and contribute to impact assessments.

Team Leadership

  • Coach State Resource Groups and Block Resource Persons in assessment literacy.
  • Facilitate workshops on competency-based evaluation, HPC, digital assessment tools and empower teams for independent leadership.
  • Support faculty development programs at RSCERT and DIETs.
  • Coach fellows, program associates, and champions.
  • Ensure alignment between stakeholders and PFEL’s state strategy.

Competencies & Skills

  • Strong grounding in educational assessment and pedagogy.
  • Expertise in data analysis, reporting, and evaluation frameworks.
  • Ability to design tools and blueprints aligned with NCFSE/NEP 2020.
  • Excellent stakeholder engagement and advocacy skills.
  • Capacity to lead workshops, coach SRGs and institutionalize reforms.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Capacity to lead teams, coach fellows, and build institutional ownership.

Qualifications

  • Master’s degree in education, Development Studies or related fields.
  • 3-5 years of experience in assessment designing and education leadership preferably at block/district/state level.
  • Prior exposure to government systems, institutional partnerships and systemic reforms.
  • Experience in design facilitation, teacher training, competency-based assessment, HPC or digital tools desirable.
