Program Manager – Tech & Data

Location- Jharkhand

About the Role

The Program Manager – Tech & Data will be responsible for leading technology-enabled program implementation and strengthening data systems across education programs in Jharkhand. The Program Manager will work closely with internal program teams, government stakeholders, and technology partners to drive digital transformation, improve data quality, and enable evidence-based decision-making across multiple education initiatives.

The role demands a strong blend of technology leadership, program management, stakeholder engagement, data analytics, problem-solving, and a deep commitment to strengthening public education systems through digital innovation.

Desirable Experience

• Graduate or Postgraduate in computer science, Information Technology, Data Science, Engineering, Statistics, Public Policy, Education, Management, or related fields.
• 5–8 years of professional experience in digital transformation, MIS, program management, public sector technology consulting (Government Tech Specialist) or data analytics projects.
• Experience working with government departments, development organizations, NGOs, or education programs is highly desirable.
• Experience as a consultant is mandatory.
• Experience in implementation projects of technology products/platforms will be preferred.
• Experience in stakeholder management, implementation coordination, and team leadership will be an added advantage.

Responsibilities

• Serve as a trusted advisor to senior government stakeholders on digital transformation initiatives and technology-enabled governance reforms.
• Promote adoption of open standards, API-based integrations, and interoperable digital ecosystems.
• Facilitate requirement discovery and translate business needs into functional and technical solution designs.
• Develop dashboards, analytics frameworks, and automated reporting solutions for program and policy stakeholders.
• Generate actionable insights from large datasets to support program performance improvement and policy decisions.
• Provide team coordination and implementation oversight across multiple stakeholders and dependencies.
• Facilitate consultations, workshops, and review meetings with diverse stakeholder groups.
• Prepare strategic notes, presentations, implementation updates, and decision-support materials for leadership.

Project Brief

Piramal Foundation is implementing a systems-change program to strengthen the government ecosystem for ensure equitable access to secondary education for girls from marginalized communities.

Through this program, PF aims to address fragmented governance, redundant verification, delayed grievance redressal, and lack of real-time data visibility to improve the scholarship ecosystem’s ability to respond to at-risk girls in a timely manner.

The overarching objective of this program is to transform scholarships into a powerful policy instrument that can lead to sustained improvements in secondary school retention at scale.

The program aims to impact a critical mass of eligible girls in the program geography by increasing their access to centrally sponsored scholarships.

The program aspires to engineer end-to-end reform of the scholarship ecosystem, combining governance strengthening, process simplification, technology enablement, capacity building, and community ownership.

By addressing both supply-side inefficiencies and last-mile access barriers, this program seeks to convert scholarships from a fragmented welfare mechanism into a reliable, scalable instrument for keeping girls in school.
