Job Description/Responsibilities
Under the direct supervision of the Programme Area Manager - CPI and overall guidance of Regional Emergency Director, the incumbent is responsible for, but not necessarily limited to the following duties:
- Support the regional office and countries in developing proposals as part of the regular and special rounds of the Pandemic Fund and other donor entities.
- Continue to support strengthening collaboration with ASEAN and ACPHEED (ASEAN Centre for Public Health Emergencies and Emerging Diseases) which were started as part of the EU-WHO project.
- Assist in development of joint projects with the World Bank, ADB & other multilateral financing entities.
- Coordinate with the Regional Monitoring Mechanisms and Technical Working Groups set-up to coordinate the joint SEARO / WPRO projects, facilitating and coordinating regular meetings, recording proceedings and following up with relevant stakeholders on action points.
- Coordinate with relevant SEAR and WPR WCO Country Focal Points as well as with the Focal Point for ASEAN and other relevant regional entities on implementation and monitoring of the project support Technical Working Groups on developing annual workplans and budgets for project implementation at regional level.
- Develop Log Frameworks and monitoring templates and monitor the overall implementation of the projects, coordinating with relevant officers from Regional and Country Offices.
- Prepare project reports and other documents required in ensuring compliance with contractual agreements and monitoring frameworks.
- Report on identified programme management issues and risks if any and liaise with the Supervisors and/or relevant staff to ensure timely mitigation and resolution.
- Coordinate visibility activities pertaining to the projects liaising with Communications Units of the Regional and Country Offices and other relevant stakeholders.
- Coordinate evaluation activities to support Organizational learning by documenting and consolidating evidence on health interventions (e.g., lessons learnt, best practices and trend analyses) to support coordination and responsive decision-making.
- Provide support in managing WHO activities that are coordinated by SEARO and WPRO and deliver comprehensive, timely, client and solution-oriented technical and administrative support across all budget centers, proactively strengthening country office capacity through responsive engagement, collaboration, and accountability to deliver measurable results for Member States.
- Perform any other related duties, as required by the functional supervisors; and submit an end of assignment report (mandatory).
Education Qualification/Required Skills & Experience
- Essential: University degree in Business Administration, Planning, Project Management, or Health/ Medical Sciences
- Desirable: Training in donor/external relations/partnerships, report writing/communication, public health and/or emergencies. Master's degree in business / health care /public health / community health - administration, planning or programme / project management would be an asset.
Experience
- Essential: At least five (5) years of experience in programme management in health and/or development sector including two (2) years of international exposure.
- Desirable: Experience of working in the UN would be an asset
Skills
- Proven project management skills together with excellent interpersonal skills. Capacity to monitor and evaluate implementation of projects including the development of Proposals and Project Reports.

- Essential: Expert knowledge of English.
