Purpose of Job:

The Senior Program Leader - RMLE will spearhead the efforts to ensure the highest standards of data quality and integrity within the organization's social development projects. The role involves setting quality standards encompassing data quality control, verification, configuration, cleaning, conducting audits, and training staff in best practices for data management. The SPL will work closely with field teams, providing support and guidance to guarantee accurate and reliable data collection and analysis, which is crucial for the organization's decision making and reporting processes.

Essential Qualifications:

  • Master’s degree in social science, rural management, Data Science, or a similar field.
  • Additional certifications in data management, monitoring, and evaluation are preferred.

Essential Experience:

  • 2-3 years’ experience with data quality assurance and data management in the context of social development
  • Working experience in sectors like public health, education or water & sustainability initiatives will be preferable.
  • Demonstrated ability to conduct data quality assessments and implement corrective measures.
  • Familiarity with data quality software and auditing tools.
  • Working experience in data cleanings, ensure data quality and closely worked with field team to monitor and guide the data collection process as per the protocol.

Essential Skills:

  • Knowledge in statistical software (e.g., SPSS, SAS, R) and database management systems.
  • Strong analytical skills and attention to detail.
  • Able to conduct relevant literature search.
  • Understanding of data quality frameworks and standards.
  • Proficiency in using MS Office tools such as MS Word, Excel, PowerPoint, etc.
  • Excellent leadership and team management abilities.
  • Working knowledge of data cleaning techniques and data verification processes.
  • Ability to mentor and guide field teams in data collection and management practices.

Key Roles and Responsibilities:

  • Oversee data quality control processes, including the verification of data collected by field teams for consistency and accuracy.
  • Provide hands-on support and training to field teams to ensure adherence to data quality standards like data integrity, reliability, timeliness, completeness etc.
  • Manage data configuration checks, as well as ongoing data cleaning and management, to maintain the highest standards of data quality for MEL activities.
  • Implement data cleaning methodologies to remove inaccuracies and prepare dataset for analysis.
  • Manage the overall data lifecycle, ensuring proper data storage, retrieval, and deletion as per organizational and legal requirements.
  • Develop and refine data collection tools and methodologies as per the requirement.
  • Lead the development of standard operating procedures for data quality and manage the dissemination and implementation across the organization.
  • Report preparation on the status of data quality and suggest improvements.
  • Stay updated with the latest trends and best practices in data management within the social development sector.
