EOI FOR EMPANELMENT OF TRAINING PARTNERS/ TRAINING CENTRES FOR CHILDCARE QUALIFICATIONS WITH HEALTHCARE SECTOR SKILL COUNCIL (HSSC)

About the Organization

The Healthcare Sector Skill Council (HSSC) is a non-profit organization under India's Ministry of Skill Development and Entrepreneurship (MSDE), promoted by the Confederation of Indian Industry (CII), National Skills Development Corporation (NSDC), and industry leaders. Its mission is to create a robust ecosystem for quality vocational education and skill development in the Indian healthcare sector to meet industry needs. It achieves this by developing training programs, certifying professionals, and collaborating with industry partners to promote skilling, reskilling, and upskilling. 

About the Proposal

The Healthcare Sector Skill Council (HSSC) is inviting Expression of Interest (EOI) from eligible and experienced training partners/ training centres for empanelment to implement pilot training programs for training of women in three new national qualifications approved for childcare economy in a timebound project. In addition, women master trainers also need to be trained. This initiative aims to enhance the employability of women workforce in the Early Child Development (ECD) Servicesthrough high-quality training programs.

Eligibility

Pre- Qualification Criteria

Category 1

• TC/TP has Trained or is Currently Training More than 5,000 Candidates under central/state funded scheme (SSC Model) in the Last 3 Years.
• The TP/TC must have achieved a combined turnover of ₹5 Crore or more over the past 3 years.
• The TP/TC must have at least 25 certified trainers.
• The TP/TC must have at least 25 eligible trainers for the mentioned job roles as per the eligibility criteria given in EOI.

Category 2

• TP/TC has not trained any candidate under central/state funded scheme (SSC Model) but trained 1000 in childcare services in last 3 years
• The TP/TC must have achieved a combined turnover of ₹5 Crore or more over the past 3 years.
• The TP/TC must have at least 25 eligible trainers for the mentioned job roles as per the eligibility criteria given in EOI.

Category3

• TP/TC is a startup and has no experience of skill development training programs
• The Company must have achieved a combined turnover of ₹50 Lacs or more over the past 3 years.
• The TP/TC must have at least 25 eligible trainers for the mentioned job roles as per the eligibility criteria given in EOI.

Means of Verification

Category 1

• Details of trainings to be provided as per Annexure- B along with Copy of Work Order/ Sanction letter/ work allocation issued by any SSC.
• Audited account statements of the TC/TP.
• TOT Certificates of Trainers including details as per Annexure C
• Details of Eligible Trainers for the mentioned job roles as per the eligibility criteria given in EOI as per Annexure D

Category 2

• Details of training to be provided as per Annexure- B along with Copy of Work Order/ Sanction letter/ work allocation issued by any SSC
• Audited account statements of the TC/TP.
• Annexure C is exempted
• Details of Eligible Trainers for the mentioned job roles as per the eligibility criteria given in EOI as per Annexure D

Category 3

• For startup TPs/TCs, the Annexures B, C are exempted. However, a note showing expertise in the field to be submitted.
• Details of Eligible Trainers for the mentioned job roles as per the eligibility criteria given in EOI as per Annexure D
• Audited account statements of the Company.

How to Apply

The deadline for submitting the proposals in soft copy format is 30th October 2025, by 1200 hours. No further submission shall be entertained post 30th October 2025, 1200 hours.
