About the Project:

The Technical Education & Skilling Programme in Hosur, Tamil Nadu, is designed to bridge the employability gap among youth, especially women and underserved communities, through advanced training in CNC Machining, Mechatronics, and Electric Vehicle (EV) Assembly.

Program Objectives:

  • Deliver industry-relevant technical and soft skills training to local youth.
  • Achieve ≥80% placement of trained candidates within 3 months of course completion.
  • Enhance women’s participation in manufacturing and technical trades (minimum 30% enrolment).
  • Institutionalize monitoring, reporting, and alumni engagement for sustainable impact.

Scope of Work:

The selected service provider will be responsible for:

1. Mobilisation & Outreach

  • Conduct awareness campaigns in institutions and communities.
  • Drive women-centric and marginalised group outreach.
  • Onboard 300 trainees in a year.

2. Training Delivery

  • Facilitate classroom and practical sessions:
    • CNC Machining: 175 trainees
    • Mechatronics: 75 trainees
    • EV Assembly: 50 trainees
  • Ensure alignment with NSDC/SSC curricula.
  • Integrate 72 hours of soft skills training per cohort.

3. On-the-Job Training (OJT)

  • Partner with local industries for workplace exposure (3 months per candidate).

4. Certification & Placement Support

  • Coordinate third-party certification assessments.
  • Organise job drives and facilitate placement for at least 80% of trainees.

5. Post-Placement Handholding

  • Track alumni for 6–12 months post-placement to support career progression and retention.

6. Monitoring & Reporting

  • Implement a robust MIS for enrolment, attendance, progress, certification, placement, and alumni tracking.
  • Submit monthly, quarterly, and annual reports.

7. Stakeholder Consultation

  • Collaborate with industry, academia, and government through annual forums for feedback, curriculum improvement, and policy advocacy.

8. Sustainability

  • Support revenue generation through paid workshops.
  • Maintain laboratory infrastructure.
  • Promote knowledge transfer for Centre of Excellence (CoE) development.

Eligibility Criteria

  • Proven track record in implementing large-scale skilling and employability programs in India, preferably in technical domains (CNC, Mechatronics, EV).
  • Experience working with MSMEs/industries for placements and OJT.
  • Capacity for women-centric mobilisation and inclusive program delivery.
  • Adequate infrastructure, certified trainers, and project management systems.

Proposal Evaluation Criteria:

  • Demonstrated expertise and relevant experience
  • Operational capacity and infrastructure
  • Approach to mobilisation, training, OJT, placement, and sustainability
  • MIS and reporting capabilities
  • Financial proposal and value for money
  • Recommendations/references from previous projects

Submission Guidelines:

Interested agencies are requested to submit:

  • Organisation profile and relevant project experience
  • Technical approach and implementation methodology
  • Staffing plan and trainer credentials
  • Infrastructure details (labs, classrooms, equipment)
  • Network for placement and industry tie-ups
  • Detailed financial proposal
  • Statutory registrations and certifications

Note: Agencies can submit proposals for one or more domains (CNC Machining, Mechatronics, EV Assembly) based on their expertise.

  • Tender will be finalised based on the submitted price bid. No reverse auction will be conducted.
  • Vendors must conform to technical specifications mentioned in the project location.
  • Vendors must seal & sign each page of the quotation.
  • Completion required: 04 weeks from the date of PO.
  • Quotation validity: 90 days from due date.
  • Any deviations from or additions to contract terms require SMEC Trust’s express written consent.
  • This is only an EOI, not an order.
  • All quotations should be inclusive of complete installation, transportation, and GST charges; no hidden costs.
  • All prices should be written in words and numbers.
