Introduction and Project Overview:

NLC INDIA LTD (NLCIL) is a ‘Navratna’ Public Sector Undertaking under Ministry of Coal / Government of India. The Neyveli Township is situated in the Kurinjipadi Taluk of Cuddalore District. The Township containing 30 Blocks covers more than 30 Sq. KM with a population of not less than 1.1 Lakh. The Township is established with nearly 23,500 numbers of various types of Residential Quarters, shops and establishments like Markets, Community Halls, Hotels, Office/Department Buildings and worshipping places etc.

Infrastructure facilities like well-established Roads, water supply and drainage lines, Hospital and Public Health Management systems etc are extended by NLCIL for the residents and public. With a view to enhance the environmental care, NLCIL is embarking into establishment of state of art ‘Integrated Solid Waste Management System’ for the entire Township for ensuing utmost cleanliness, Public Health through waste reduction/reuse/recycle operations.

Description and Scope of the Project:

NLC INDIA LTD intends to establish the environment friendly Solid waste Management in cooperation with companies/firms/Institutions/Manufacturers etc. which are operating in the relevant field. A suitable Business partnership is solicited for carrying out collection, segregation and scientific disposal of solid wastes generated in Neyveli Township in line with standard norms duly complying with the Solid Waste Management Rules 2016. The methods so developed shall be in a sustainable form with primary focus on a) maximising extraction of resources from solid wastes b) use of wastes as manure or construction material etc c) setting up a Resource recovery unit for processing the waste with technology innovation and d) achieving near zero waste generation from the process.

The source of solid waste generated in Township is from its residential Buildings, Non-Residential buildings, Community halls, Shops and Markets, Educational Institutions etc. The nature of wastes consist of domestic wastes like food wastes, bottles, milk & oil covers, damaged bags, and items like packing materials, cut pieces of cloths, green wastes like tree branches, wet & dry leaves, garden wastes and wastes from public/common areas, Hotels, Restaurants, Community Halls and Markets etc.

Objective of the Expression of Interest:

The EOI provides the opportunity for companies/firms to associate with NLC INDIA LTD in developing a business model by setting up of an optimal solution for disposal of solid wastes in conformity with the standards prescribed in the SWM Rules, 2016.

Qualifying Requirements

Bidder shall have experience of establishing or associated with establishing a waste management system in any premises of Corporation/municipal/Local Bodies or industrial or public areas for processing wastes using proven or innovative technology in an environment friendly manner. Partnership with agencies/firms for collection and transportation of wastes or processing/disposal of wastes will also be considered.

Documentary evidence in proof of above qualifying requirements shall be furnished along with EOI.

The bidder shall furnish the following details also along with EOI Documents:

i) Bidder General Information.

ii) Experience in setting up and operating projects in solid waste management area with a write-up on technology - Annexure-2 (Contracts in hand / pending jobs and their status along with value and Major legal cases and their statutory liabilities if any shall also be indicated)

Financial credentials of the company/entity for the last three financial years ending 31st March 2018

Project proposal with technical and financial details.

Each page of the documents submitted shall be duly authenticated by the Bidder.
