About the Organization

The National Entrepreneurship Network is an independent organization developing AI-based solutions for social good. We are supported by reputed global institutions such as the Bill and Melinda Gates Foundation, Google, and ICMR. We work closely with central and state governments in India to collaborate on solutions in the domains of healthcare, education, and agriculture.

About the Proposal

The ICMR-funded project titled “To design an AI-based solution for the public good to automate anthropometric measurements for children from 0 months to 3 years”, being strategized and implemented by NEN-AI, is a dedicated effort to build an AI-based solution for anthropometry based on a dataset of short videos (less than a minute) and images of children from 0 months to 3 years, along with their anthropometric measurements. This project will reduce the burden on the Frontline Health Workers ( FLW). It will decrease the need for multiple measuring instruments and their maintenance, and issues with data tampering, eventually reducing errors in the measurement process. The NEN-AI team wants to onboard the “Service Provider” which helps in facilitating the deployment of a qualified team of individuals to do the Project Technical Support-1 (Field investigator), Project Technical Support-1 (District Supervisor), Project Technical Support-3 (State Supervisor) as per the set protocols, a critical step for achieving the desired outcomes and objectives of the project.

The Service Provider will hire human resources for this purpose, leveraging its expertise. To support this project, NEN-AI plans to onboard Project Technical Support Staff. The service provider will be notified of any changes in the scope of work received from the ICMR as soon as possible.

Scope of Work

The selected service provider will be responsible for hiring Project Technical Support Staff for the data collection on the field including onboarding, payroll management, compliance management, leave management, and travel reimbursement management.

Personnel to be hired:

• Project Technical Support-1 (Field Investigators): 54 positions for 7 months (3 months for Madhya Pradesh and 4 months for Uttar Pradesh) at a consolidated cost of ₹23400 (₹18000+30% HRA) per month + The maximum allowable reimbursement for travel expenses is capped at ₹8,000, based on actual incurred costs.
• Project Technical Support-1 (District Supervisor): 9 persons for 7 months (3 months for Madhya Pradesh and 4 months for Uttar Pradesh) at consolidated cost of ₹23400 (₹18000+30% HRA) per month + The maximum allowable reimbursement for travel expenses is capped at ₹8,000, based on actual incurred costs.
• Project Technical Support-3 (State Supervisor): 3 persons for 8 months (4 months in Madhya Pradesh and 4 months in Uttar Pradesh) at consolidated cost of ₹36400 (₹28000+30% HRA) per month + The maximum allowable reimbursement for travel expenses is capped at ₹8,000, based on actual incurred costs.

Minimum Qualifications:

• Minimum of 3 years of experience providing HR Consulting Services.
• Proven track record of successfully managing HR functions for a diverse range of clients, especially for not-for-profit organizations.
• Strong understanding of and compliance with relevant labour laws and regulations. Comprehensive knowledge of payroll administration, including tax calculations and deductions.
• Ability to manage and maintain accurate and confidential records.
• Proven experience in managing the government outsourcing onboarding process, including serving as a consultant for the disbursement and management of funds.
• Organizations with prior experience in operating in above mentioned geographies will be preferred.

The selected organization will be responsible for the following:

On-boarding:

• Facilitate hiring Project Technical Support Staff (Field Investigators, District Supervisors, and State Supervisors) for different geographies across India.
• Facilitate a smooth onboarding process for all hired consultants, including providing them with the necessary paperwork, documentation, and process flow.
• Conduct orientation sessions to familiarise consultants with the company culture, policies, and procedures.

Payroll Management:

• Manage the entire payroll process for consultants, including payroll processing, tax calculations, and deductions.
• Ensure timely and accurate payroll disbursements to consultants.
• Prepare and submit all required payroll reports and tax forms.
• Maintain detailed payroll records and ensure compliance with all applicable tax and labour laws.
• Handle travel reimbursements for approved consultant expenses.

Compliance Management:

• Oversee compliance with relevant employment laws, regulations, and company policies. Manage all aspects of contract management, including drafting and maintaining consultant contracts.
• Provide guidance and support to the company on HR compliance matters.

Leave Management:

• Track leave accruals and balances for all consultants.
• Manage payroll accordingly to accommodate approved leave requests.
• Maintain accurate leave records and monitor compliance with NEN - AI leave policies.

How to Apply

Tenderers are requested to send a bid via email to procurement@wadhwaniai.org. Two separate files (proposal and financial bids) should be attached to the email. The financial proposal must be password-protected. The procurement team will contact the Tenderers who qualify for the password to open the financial proposal. Tenderers must not send the password to the financial proposal until they are requested to do so by the procurement team. Financial proposals that are submitted without password protection may be rejected for non-compliance.

Any proposals received by NEN-AI after the deadline for submission of proposals prescribed in the timeline of this document are liable to be rejected.
