Description of RFP

HCLFoundation, through its flagship programme Samuday, is committed to enhancing livestock productivity and animal healthcare services in rural communities. As part of this commitment, HCLFoundation has established the Centre for Artificial Insemination and Animal Husbandry Extension Services (CAAES) in Sandila block of Hardoi district.

The CAAES is designed to provide comprehensive animal healthcare services including breed improvement through artificial insemination, advanced diagnostic facilities (USG, X-Ray, laboratory), veterinary consultation, surgical services, training programs and promotion of ethno-veterinary practices. The Centre aims to ensure direct access of dairy farmers and animal owners to institutional resources, technology, and professional veterinary services.

HCLFoundation seeks to engage a capable implementation vendor/partner for the complete staffing, operationalization, and management of CAAES. The purpose of this Request for Proposal (RFP) is to appoint a qualified organization that would undertake the comprehensive management and operation of the CAAES as per the defined scope of work.

Scope of Work

The RFP focuses on the following objectives:

• To engage capable implementation vendor/partner for the staffing, operationalization, and management of CAAES
• To provide essential animal hospital services through skilled expert HR at CAAES
• To ensure direct access of dairy farmers/animal owners to institutional resources available in terms of technology, advice, veterinary & animal husbandry services
• Ensuring and conducting regular training & capacity building sessions for livestock community on best animal husbandry practices, AI techniques etc.
• Provide effective mechanisms to monitor the day-to-day operational and implementation aspects of the Centre through a dashboard

Broad activities:

• Hiring staff and overall management of CAAES operations
• Operationalization, service delivery, veterinary consultations and maintenance of comprehensive CAAES operations
• Developing MIS for periodic data reporting & record maintenance at hospital level.
• Stock & inventory management of allied health functions as per SOPs defined (diagnostic reagents, medicines, animal data, USG gel, X-Ray slides and other consumable items)
