Invitation for Proposal

The Women’s Welfare Society (WWS), Belagavi, invites proposals from eligible and experienced agencies/consultants to conduct a Third-Party Assessment of three major programs implemented by the organization. The assessment aims to evaluate the effectiveness, impact, sustainability, and areas for improvement of the selected programs, contributing to evidence-based planning and enhanced outcomes.

Interested agencies are requested to submit their Expression of Interest (EOI) along with the required documents and a Financial Proposal as per the specified format.

Background:

The Women’s Welfare Society, Belagavi, established in 1977, is a registered voluntary organization dedicated to the upliftment of underprivileged women and children across Karnataka. With a legacy of over four decades, the organization has implemented several impactful programs in social security, health, rehabilitation, skill development, and community awareness.

As part of its commitment to transparency, accountability, and program excellence, the Society invites Expression of Interest (EOI) from reputed and qualified agencies/institutions to conduct an independent third-party assessment of three major programs (to be specified in the next phase).

Objective of the Assessment:

The primary objective is to conduct an impact evaluation, efficiency review, and sustainability analysis of the selected programs, and to generate actionable recommendations for enhancing program quality and outcomes.

Scope of Work:

• Comprehensive review of program design, implementation, and outcomes.
• Stakeholder consultations including beneficiaries, staff, government departments, and partner agencies.
• Assessment of relevance, effectiveness, efficiency, sustainability, and scalability.
• Documentation of best practices and lessons learned.
• Preparation of a final report with key findings and recommendations.

Eligibility Criteria:

Interested organizations must:

1. Be a registered entity with at least 2 years of experience in conducting evaluations or assessments of social development programs.
2. Have a proven track record in working with government or reputed NGOs/CSOs in the development sector.
3. Possess a qualified evaluation team with experience in gender, social welfare, and impact assessment.
4. Be able to complete the assignment within 30 days of award.
5. Submit profiles, credentials, and samples of similar assignments undertaken.

Submission Details:

Eligible agencies are invited to submit their EOI including:

• Organization profile with registration documents.
• Details of relevant experience (at least 3 similar assignments).
• Team composition
• Approach and methodology (brief).
• Statutory documents.
