About the Organization
Established in 1976, NIUA, is a premier Institute of the Ministry of Housing and Urban Affairs, Government of India for research and capacity building for urban sector in India. NIUA’s broad objective is to bridge the gap between research and practice on issues related to urbanization. For more than 40 years now, NIUA has been the vanguard for contributing to and building the urban narrative for a fast-evolving Urban India. Job Description
- Develop and implement procurement plans aligned with the project’s timelines, budget, and institutional procurement rules.
- Prepare bidding documents (RFPs, contracts), bid evaluation criteria, and contract award recommendations.
- Coordinate with technical teams to ensure procurement packages meet program needs and technical specifications.
- Maintain procurement records and documentation in line with audit and compliance requirements.
- Ensure timely procurement of consulting services (environmental, engineering, social, and communication experts), equipment, and other project-related materials.
- Liaise with agencies, vendors, service providers, and stakeholders to ensure performance, deliverables, and contract compliance.
- Support financial management by tracking procurement-related expenditures and commitments.
- Provide regular procurement progress reports to project management and funding agencies.
Education Qualification/Required Skills & Experience
- Bachelor's/Masters degree in Supply Chain Management, Business Administration, Finance, or a related field.
- 7-10 years of proven experience in procurement or supply chain roles.
- Demonstrated experience with procurement guidelines of the government (GFR), or large donor-funded projects.
- Familiarity with e-procurement platforms (e.g., GeM, CPPP) and procurement software/systems.
- Strong negotiation, communication, and analytical skills.
- Knowledge of sourcing and procurement techniques as well as understanding of market dynamics.
- Understanding of contract law and vendor compliance standards.
- Excellent organisational and time management skills.
- Experience working in a public procurement environment or international development projects.
- Ability to work in a multi-disciplinary team.
