About the Organization

Established in 2007, the National Health Systems Resource Centre, a premier Think Tank for MoHFW, is mandated to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health.

Job Responsibilities

  • Lead the work of the Community Processes and Comprehensive Primary Health Care team in accordance with current priorities of NHM & other Government health priorities.
  • Build team capacity and mentor team members in NHSRC and NERRC to serve as the lead technical and programmatic reference point for the MoHFW/states on CP and CPHC
  • Enable relevant policy and programme modifications/ suggestions on field experience and learning and use of secondary data including an understanding of global thinking in these areas.
  • Lead the task of guideline development and support team to build capacity of state and district teams to navigate and use guidelines including adaptation as per the dynamic structure under NHM.
  • Lead the technical teams for the center and states required for the development, adaptability, flexibility, implementation, and monitoring guidelines regarding Community Processes and Comprehensive Primary Health Care under the NHSRC.
  • Provide technical advice and expertise, based on a robust understanding of state and district realities, review of secondary literature including global evidence in the assessment of the ASHA and community Processes and enable redesign/realignment as per the dynamic requirement.
  • Commission to research along with secondary data and translate findings into actionable policy and program recommendations analysis on key program components to improve program implementation.
  • Undertake analysis of survey and programmatic data to identify trends in key primary health care outcomes and enable appropriate policy and programmatic modifications.
  • Build partnerships with research, academia and civil society agencies to undertake capacity building, research and advocacy for CP and CPHC.
  • Flexibility to work closely with other divisions within NHSRC, RRC-NE and other stakeholders as required.
  • Steer development and scale- up of toolkits, training modules, learning products to support real-time decision-making and capacity building.
  • Represent NHSRC in national and global technical forums, working groups and coalitions on primary health care, health systems strengthening, climate & health resilience and universal health coverage, as delegated by the Executive Director.
  • Undertake other tasks which may be assigned from time to time by the Executive Director, NHSRC.

Education Qualification/Required Skills & Experience

  • Essential: MBBS with a Post Graduate degree/MD in Community Medicine (PSM), Community Health Administration (CHA), or a Master’s in Public Health (MPH).

Professional Experience

  • Core Experience: Minimum 15 years of post-qualification experience, with at least 5–7 years in a senior leadership role managing large-scale public health programs at the National or State level.
  • Domain Expertise: Proven track record in strengthening primary health care systems, community-based monitoring, or leading large-scale ASHA programs.
  • Government Interface: Significant experience working with the Ministry of Health (MoHFW), State Health Societies, or international agencies (WHO, UNICEF) on health system strengthening.
  • Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.
  • Computer Skills: Proficiency in commonly used packages like MS Word, Excel, Power Point. Scientific Ability to use internet for desk research, literature review and accessing other relevant documents.
  • Excellent oral and written communication skills in English and Hindi including an ability to write analytical reports.
  • Demonstrated ability to work in a multi-disciplinary team environment along with excellent communication, presentation skills and interpersonal abilities.
  • Ability to work on emergency basis and fast track quality deliverable.
  • Ability to effectively lead CP/CPHC team.
  • And any other work assigned from time to time by NHSRC/ MoH&FW.
