About the Organization

Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of the Ministry of Housing and Urban Affairs, Government of India, for research and capacity building for the urban sector in India. The Institute has been actively working on bringing forth key areas of concern for urban India in order to build the urban discourse at various urban scales. It has utilized its competencies in research, knowledge management, policy advocacy and capacity building to address urban challenges and continuously striving to develop sustainable, inclusive and productive urban ecosystems in the country. It has emerged as a thought leader and knowledge hub for urban development in India and is sought after by both Indian and international organizations for collaborations and partnerships in India’s urban transforming journey. NIUA is committed towards aligning its efforts towards achieving Sustainable Development Goals (SDGs) through all its initiatives and programmes.

Job Description

The Urban Act project aims to bridge critical gaps between national and state-level policies for promoting climate-resilient urban development across Asia. The project aims to enhance the institutional and technical capacities of urban stakeholders to integrate climate resilience into planning and development processes. Through participatory engagement, it supports the identification and formulation of bankable project concepts that address climate adaptation and mitigation priorities in cities. A core focus of the project is fostering regional exchange, knowledge dissemination, and collaborative learning among cities and institutions across five countries: China, India, Indonesia, the Philippines, and Thailand. It promotes cross-country dialogues and peer-to-peer learning to support scalable solutions and innovative financing approaches for climate action.

In India, the project is implemented in partnership with NIUA, GIZ India and TERI, focusing on the cities of Coimbatore, Panaji, and Shimla. These cities serve as living laboratories to pilot integrated, climate-resilient strategies and demonstrate actionable pathways for embedding climate considerations into urban governance and infrastructure development.

Job Responsibilities

Capacity Building Expert

• The capacity-building expert should have prior experience of developing high value training modules  and delivering training. The expert will work with the C Cube team in curating the required off line and on line training modules by curating the content in modules.
• Curation for developing five training courses: production of training module, e courses and coordination with implementing agencies(NULP empanelled agency and Training Institutes delivering training)
• Support the design and development of training modules
• Support for organising capacity-building events and conducting training workshops. Including travel to the training institutes and meetings in Delhi.

Education Qualification/Required Skills & Experience

• Minimum qualification is postgraduate degree, preferably in Urban planning, Management, Environmental Sciences, Development Studies, Public Policy or a related field.
• Minimum 10 years of experience in developing capacity building training modules, learning content, and managing training programmes.
• Experience in developing and managing the production of knowledge products, including publishing illustrations, design production
• Experience in developing and managing MOOC courses
