About the Organization

Established in 2007, the National Health Systems Resource Centre, a premier Think Tank for MoHFW, is mandated to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health.

Job Description

As Consultant, Health Care Technology at RRC-NE, the objective is to provide support and technical assistance to the 8 NE States in strengthening their policies, strategies and action plans for healthcare technologies, specifically for medical devices under the National Health Mission. This would also include facilitating the implementation of the approved activities related to healthcare technologies along with support for corrective measures at State / District level.

Roles and Responsibilities

  • S/he should be a team player
  • Support in formulating technical specifications of medical devices for public healthcare facilities: the intention being to technically assist the NE States in the procurement of medical devices and maintain a minimum standard on the equipment purchased.
  • Biomedical Equipment Management and Maintenance Program: Support the NE States in implementing the comprehensive activities / programs designed to maintain the equipment based on the upkeep time of individual equipment through 24*7 call centres, from the level of Primary Health Centres up to the District Hospitals.
  • Free Diagnostic Service Initiative: Support the NE States to ensure availability of essential lists of tests free of cost to all beneficiaries from the level of Sub-centres up to District Hospitals.
  • Pradhan Mantri National Dialysis Program: Support the NE States in strengthening of public secondary / tertiary healthcare facilities to establish and maintain dialysis centres to ensure provision of free of cost dialysis services to BPL beneficiaries.
  • Provide technical support to the NE States to ensure Atomic Energy Regulatory Board (AERB) compliance norms so as to attain radiation safety compliance in all public healthcare facilities housing ionizing radiation-based diagnosis services.
  • Technical assistance to the NE States towards identification of cost-effective medical devices & diagnostics.
  • Technical support for the assessment of the safety and efficacy of devices & diagnostics installed in public healthcare facilities including through secondary data analysis.
  • Analysis of data/market research on costs and pricing for devices & diagnostics.
  • Providing technical assistance on device & diagnostics related quality assessments.xi. Appraisal of State PIPs & various documents shared by Ministry.
  • Undertake other assignments, which may be assigned from time to time by Director RRC-NE / Lead Consultant / Senior Consultant Healthcare Technology of RRCNE.

Education Qualification/Required Skills &Experience

  • Bachelor’s Degree in Biomedical Engineering / MBBS from a recognized institute with Master’s Degree in M.Tech (Biomedical Engineering) / M.D. (Preventive and Social Medicine) / MPH / PGDHHM. Regular Courses only.
  • At least 2 years of post-qualification work experience in analytical roles specializing in devices & diagnostics validation/evaluations is essential.
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
  • Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.
  • Demonstrated ability to work in a multi-disciplinary team environment.
  • Knowledge in Health systems development is desirable.
  • Willingness to travel to the states & districts to collect technical information and ability to subsequently synthesize information into research evidence.
