Job Description

We are seeking a highly motivated and experienced professional to support the development and expansion of electric vehicle (EV) charging infrastructure across Tamil Nadu. This role is critical in accelerating the state's EV transition by leveraging technical expertise, ensuring alignment with government policies, and driving on-the-ground implementation.

The consultant will lead efforts to identify optimal locations for charging stations, ensure integration with power distribution systems, coordinate with public and private stakeholders, and align projects with national and state policies and guidelines.

S/he will also develop technical reports, policy drafts, guidelines, and training modules. The position will also involve engaging with a diverse set of people—civic officials, politicians, civil society agents, media, project consultants, and others—to help build support for sustainable and equitable urban transport.

This will be a one-year full-time engagement based in Chennai, requiring a commitment of 40 hours per week. S/he may need to travel to other project cities as and when required. S/he will report to the Deputy Manager. S/he will work closely with ITDP India’s city teams, head office staff, and international experts. The engagement may be terminated by either party with one month’s written notice.

Job Responsibilities

The Consultant’s responsibilities will include the following: Technical work

  • Conduct technical assessments for EV charging station deployment, including power availability, site accessibility, and integration with transportation networks.
  • Develop proposals for charging infrastructure placement, considering urban mobility patterns, land use, and potential demand.
  • Analyze vehicle registration trends, electricity consumption patterns, and urban transportation demand to forecast EV charging needs.
  • Develop monitoring frameworks to measure the performance of charging stations.
  • Provide guidance on the design and specifications of charging infrastructure, including fast and slow chargers, battery swapping stations, and associated energy storage systems.
  • Lead the preparation of RfPs and EoIs and provide technical support for the implementation of EV charging infrastructure.
  • Collaborate with utilities to evaluate grid readiness, recommend grid upgrades, and ensure energy efficiency in charging systems.
  • Develop operational frameworks for the effective management and maintenance of charging stations.
  • Ensure the charging infrastructure proposals align with EV policy and national guidelines for EV infrastructure.
  • Prepare gap analyses and recommend policy or regulatory changes to address challenges in EV infrastructure deployment.
  • Advocate for adopting standards and protocols for charging systems.
  • Support in the communication strategy for accelerating EV adoption.

Project management and Coordination

  • Monitor and evaluate project performance and report back to the management team.

Stakeholder and Partner Engagement

  • Work closely with relevant government departments, utilities, and local bodies to facilitate project implementation.
  • Foster partnerships with the private sector and OEMs.
  • Represent in forums and discussions on EV infrastructure at the state, national, and international levels.

Capacity Development

  • Organise training programs for government officials and other stakeholders to build awareness and technical know-how on EV charging infrastructure.
  • Develop and disseminate knowledge products, including user guides, policy briefs, and case studies, to promote best practices.
  • Facilitate workshops to address challenges and opportunities in deploying charging infrastructure.

Education Qualification/Required Skills & Experience

  • A degree in electrical engineering, power systems, renewable energy, transportation planning, or other relevant fields with at least 2–4 years of experience in electric mobility, with demonstrated expertise in EV charging infrastructure planning and implementation.
  • Prior experience working with urban local bodies, and other government institutions is an advantage.
  • A sound understanding of power distribution systems, load management, and renewable energy integration.
  • Familiarity with national and international standards for EV charging systems.
  • Excellent software skills in data analytics and power system analysis are required.
  • Excellent English speaking and writing skills. Proficiency in the Tamil language is required.
