Job Description
We are seeking a District Consultant- Technical Support Unit (TSU) to provide technical advisory support to Odisha Rural Water Supply and Sanitation (RWSS) department by implementing In-Line Chlorination (ILC) devices across various districts and blocks in the state with the main aim to build government familiarity with ILC technologies, establish operational readiness, and create evidence for future government-led scale-up.
The District Consultant will be the nodal field lead ensuring smooth installation, testing, and monitoring of ILC devices in assigned district/blocks.
The District Consultant will report to the Manager, TSU (Program Operations), and will be required to work closely with district and block officials for implementation and O&M of ILC Devices. The District Consultant will oversee the installation, operation, and coordination of their designated sites, as well as community engagement activities around them.
The District Consultant will be responsible for training district and block officials, undertake Community Engagement activities to GP functionaries, responsible for maintaining updated, and high-quality internal data on device and sites to provide accurate and timely program recommendations.
Job Responsibilities
Site Installation & Operations
- Coordinate implementation and O&M of ILC devices in sites across 2-3 selected districts to ensure timely installation and commissioning of the ILC sites.
- Train block-level officials (AE/JE, pump operators) on:
- Device, Installation steps, Dosing calibration, regular O&M and chlorine residual testing.
- Conduct regular field visits to verify accuracy of doser installation, correct dosing practices, pump operator competency, community acceptance and feedback.
- Identify, troubleshoot and resolve installation/O&M challenges and escalate unresolved issues promptly to the State TSU members.
Data Collection & Monitoring
- Collecting and validating regular dosing records, Chlorine (FCR and TCR) test results at source and HH level, along with log maintenance on device functionality, Technician / pump operator compliance, community engagement data.
District/Block Level Stakeholder Coordination
- Engage regularly with following on site operations and community engagement:
- Assistant Engineers (AEN) / Junior Engineers (JE)
- Chemist teams conducting FTK/bacteriological testing
- District RWSS offices
- Block administration and Panchayat-level stakeholders
- Ensure district/block RWSS teams are:
- Conducting cross-check FTK tests as advised
- Maintaining dosing logs
- Supporting troubleshooting and routine O&M
- Engage with vendors/manufacturers for device-level troubleshooting.
Education Qualification/Required Skills & Experience
Essential
- Minimum Bachelor’s degree or specialization in public health, health administration, or a related field is preferred.
- Minimum 5 years of strong work experience managing field implementation in Odisha, ideally in WASH, public health programs, and/or JJM/RWSS related implementation.
- Proficiency in spoken Odia is mandatory. Familiarity with other local Odia dialects will be an added advantage.
- Willingness to travel up to 70% of the time to assigned districts and blocks.
- Past experience in capacity building and community engagement of district and block level officials and Gram Panchayat functionaries is mandatory.
- Familiarity with Odisha RWSS structure, district-level protocols, and water quality monitoring systems is a plus
- Ability to build strong rapport with block testing labs and chemist teams
