B. Project Background
Rajasthan is severely affected by water scarcity, land degradation, poverty, and low socio economic status. Most areas rely on single-cropping systems, predominantly rainfed and groundwater-fed irrigation. This combination of challenges has significant impacts on both human well-being and the potential for intensifying rainfed agriculture, which is often hampered by water shortages. Against this background, the project ‘Supporting agroecological transformation in Rajasthan for climate and biodiversity goals in India’ is a joint action of the EU and Germany. The Project will be anchored at the ongoing project, “Strengthening Gender Responsive Forest Ecosystems Management and Agroforestry” implemented by GIZ in collaboration with the lead executing ministry, MoEF & CC. The overarching initiative is to support to state-level agroecological transition of agri-food systems provided in Rajasthan towards reaching UNFCC/UNCCD and sustainable food systems goals and working towards the implementation of GBF priorities.
The following are the broader interventions:
• Institutional capacity for promoting and implementing agroecology and agroforestry has been strengthened.
• Strengthened/supported agriculture-and natural resources-dependent communities in implementing agroecological and agroforestry measures.
Supported farmers, Farmers Producer Organizations (FPOs), and women’s Self-Help Groups (SHGs) in accessing markets and obtaining certifications for agroecologically produced products.
C. Responsibilities
• Engage with relevant local-level governance institutions (e.g. Gram Panchayat/ FPO/SHGs) and private sector organisations to jointly support project activities.
• Organise and facilitate workshops, stakeholder meetings and other events.
• Engage with the implementation partner team in their tasks with jointly agreed project activities on integration of agroforestry, value chain and certification activities report progress on the ground as per pre-determined reporting protocols.
• Exchange with the Govt of Rajasthan Govt departments (Agriculture, Horticulture, Rural and Forest) for the coordination of Project related activities, exchange of ideas, learnings and capacity development.
• Frequent travel within the state and the country.
D. Core Scope of Tasks
Management and coordination
• Contributes and participates in preparing project operational plan and carries out other activities required for implementing these components in the state.
• Prepare terms of reference for various assignments, undertake technical review and quality assurance of deliverables from national and international consultancy teams and implementing partners.
• Regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities.
• Participates in formulating project action plans and synchronize the planning and budgeting.
• Coordinate with local field facilitating agencies for the implementation of project activities.
1. Knowledge management, communication and networking
• Compile, evaluate and document good practices on the project implementation
• Document case studies, success stories, guidelines, lessons learned and other knowledge products.
• Support the content development of digital knowledge exchange and decision support tools for the project in consultation with the state partner.
• Develops and maintains contact with all important stakeholders and donor agencies working in the state.
2. Planning, implementation and documentation of events
• Project Monitoring, Reporting and Documentation.
• Work with the project implementation partner team to monitor, quality control and report the on-the-ground activities.
3. Coordination tasks
• Maintaining a good flow of communication and information within the Biodiversity Programme and Environment, Climate Change and Biodiversity Cluster of GIZ, Indian and German partners and other stakeholders.
• Coordinating with respective stakeholders to assess the progress of the project as well as monitoring of project's impact.
4. Administrative Tasks
• Organise and facilitate regular project meetings.
• Document and disseminate minutes of the meetings and follow-up tasks.
• Support the Central team in planning yearly regional activities and related budget.
• Support in managing and collaborating with external consultants and experts.
E. Required Qualifications, Experience and Competencies
• Post graduate degree agriculture, /forestry/ Natural Resource Management/ Environment Science or Rural Development or any related field.
• At least 5 years’ experience in areas of consulting, project implementation, stakeholder management of diverse professional networks and/or international development.
• Hands-on experience in using PRA tools, experience of working with community and community-based institutions and good understanding of agriculture and value addition issues.
• Experience in agriculture produces value-addition and certification in national and international contexts will be an added advantage.
