About the Organization

IGS is registered as a not-for-profit company under Section 25 (now Section 8) of the Companies Act, 1956. It was set up in 1987 to promote livelihood opportunities in rural and forest areas to extend support services necessary for promoting livelihood opportunities in rural areas. IGS envisions an equitable world where the poor and marginalized in rural and urban areas, have access to livelihood opportunities on a sustainable basis, are prosperous and happy. Thus, IGS describes its Vision as Kaayam Rojgar, Khush-haal Pariwar, i.e., Sustainable Livelihoods, Prosperous Households. Job Description/Responsibilities

The Programme Manager will lead livelihood strategy development and implementation for extremely vulnerable households, focusing on sustainable income generation through agriculture, allied sectors, and micro-enterprises. The role requires deep expertise in designing and executing inclusive livelihood interventions that enable economic graduation of marginalized communities. The position will provide strategic, technical, and operational leadership to the district and block teams in Nashik and Nandurbar districts. The Programme Manager will report to the State Anchor, and work closely with the state team, District and Block Coordinators to ensure livelihood outcomes are achieved at scale.

Livelihood Strategy & Implementation:

  • Design and implement comprehensive livelihood strategies for extremely vulnerable households, focusing on sustainable income generation through agriculture, livestock, micro- enterprises, and allied livelihood activities.
  • Develop sector-specific livelihood action plans (agriculture, animal husbandry, non-farm enterprises, wage employment enhancement) tailored to the needs and contexts of households
  • Provide technical expertise in value chain development, market linkages, and enterprise development to ensure viable and sustainable livelihood models
  • Facilitate access to productive assets, skills training, financial services, and market systems for targeted households following the graduation approach
  • Establish livelihood resource mapping and opportunity assessment frameworks to identify context-appropriate income generation pathways

Inclusive Livelihood Program Development:

  • Design and develop targeting strategies and inclusion plans for rural women from marginalized communities with a specific focus on livelihood opportunities and economic empowerment
  • Formulate a Gender Action Plan (GAP) that integrates women’s economic empowerment through livelihood interventions.
  • Develop livelihood-focused convergence strategies linking government welfare schemes with household economic goals

Capacity Building & Technical Support:

  • Build capacities of district and block teams, community resource persons (Samruddhi Sakhi), and Master trainer on livelihood promotion, enterprise development, and sustainable agriculture practices
  • Provide mentoring and handholding support to community institutions (SHGs, Village Organizations, Cluster Level Federations) for livelihood planning and implementation
  • Facilitate knowledge exchange, best practices documentation, and learning platforms on successful livelihood models

Convergence & Coordination:

  • Facilitate inter-thematic convergence ensuring livelihood interventions are integrated with Food, Nutrition, Health and WASH (FNHW) initiatives for holistic household development
  • Establish coordination mechanisms with agriculture departments, animal husbandry, rural development, skill development missions, and financial institutions for livelihood support
  • Review regulations, entitlements, and policies related to livelihoods and economic inclusion, developing guidelines to mainstream vulnerable populations

Monitoring, Evaluation & Learning:

  • Design and implement M&E frameworks with livelihood-specific indicators tracking income levels, asset creation, enterprise sustainability, and economic graduation
  • Conduct regular livelihood assessments, market studies, and impact evaluations using data- driven approaches
  • Monitor household progression through the graduation pathway, ensuring transition from extreme vulnerability to sustainable livelihoods and SHG integration
  • Identify implementation gaps in livelihood interventions and lead course corrections to achieve impact at scale
  • Coordinate with PMU Lead and thematic leads to strengthen livelihood outcomes and overall programme performance
  • Any other responsibilities assigned by the Reporting Officer from time to time

Education Qualification/Required Skills & Experience

Livelihood Expertise (Essential):

  • Minimum 5 years of demonstrated experience in designing and implementing livelihood programs with proven track record in agriculture, livestock, micro-enterprises, or allied sectors
  • In-depth technical knowledge of sustainable livelihood approaches including value chain development, market systems, enterprise development, and the graduation model
  • Hands-on experience in livelihood promotion for vulnerable and marginalized communities, particularly women.
  • Strong understanding of rural economies, agricultural practices, non-farm livelihoods, and income generation strategies in rural contexts
  • Experience in livelihood convergence with government schemes (MGNREGA, agriculture missions, skill development, financial inclusion programs)
  • Knowledge of participatory rural appraisal, livelihood assessment tools, and community-based planning methodologies

Education & Professional Background:

  • Bachelor’s degree in Agriculture, Rural Development, or Social Work,
  • Master’s degree in Social Work, Agriculture, Livelihood Management, or Rural Development strongly preferred
  • Certifications or specialized training in livelihood promotion, value chain development, or sustainable agriculture will be an advantage
