Yellow Spark is recruiting a Programme Manager, a feminist organization that is attentive to the issues of social exclusion among specific groups or individuals. Through their publishing initiatives, they amplify the voices of marginalized communities, with a particular focus on women, queer, and trans experiences.

Designation: Programmes Manager
Location: New Delhi (Hybrid) / Remote (with regular travel to the head office and project locations)
CTC: INR 11 LPA (Negotiable)
The position reports to the Executive Director (ED).
Purpose of the Role: To manage and develop programs and the programming team, oversee project finances, and provide overall program management.
Role & Responsibilities:
Programme Planning, Management and Implementation
- Development of strategic plans and budgets for all programmes focusing on the organisation’s priorities re: marginalised communities, locations, regions, languages, etc.
- Management of the Programme Team towards achieving the objectives of the organisation’s vision and mission in ensuring gendered focus on knowledge and cultural production, labour, violence, etc.
- Review and ensure alignment of programme priorities, strategies and plans accordingly, holding monthly, quarterly and annual meetings for the same
- Support the Executive Director (ED) and the Senior Management Team (Head of Programmes [Publishing], Finance Officer, etc) to lead the development of both strategic and operational plans in accordance with the organisation’s long-term vision, mission and annual planning guidelines.
- Ensure the organisation’s programme activities are grounded, strongly interlinked, and rooted in feminist activism, gendered knowledge production and participatory action research.
- Ensure quality implementation of all projects and lead documentation by the programme team
Fundraising & Donor Relationship Management
- Support of development of programme ideas into quality grant proposals through a community-based, participatory approach, focusing on feminist methodology and gendered focus.
- Work with ED, Head of Programmes [Publishing] and programme team to develop potential proposals aligning with the organisation’s vision and mission and scope out potential funders for the same.
Programme Reviews, Monitoring, Evaluation, Programme Learning and Reporting.
- Close monitoring of programme implementation to ensure alignment and contribution to the organisation’s overall work on feminist knowledge production, archiving, etc., monitor flow of information and systemic documentation of quantitative and qualitative achievements in the field and lessons learned thereof
- Ensure quality and timely submission of quarterly and annual or required programme and project performance reports as per desired standards and guidelines.
- Ensure compliance of approved programme and project plans.
- Track trends in contemporary development programming and programme management practices, document and provide advice/ recommendations on key developments to ED, MT.
Partnerships and Networking
- Support the programme team in strengthening our relationship with the strategic networks and alliances
- Initiate and nurture networks and alliances with academia, collectives, feminist institutions, and research institutions, and ensure effective partnerships for the same
- Coordinate and support review of the organisation’s partnerships, effective information flow for partners and stakeholders, and follow up after reviews/reflections.
Financial Management
- Develop, monitor, review and update programme budgets, create work plans to ensure that programme objectives are attained.
- Oversee the management of expenditure and disbursement of resources allocated to the programme department
- Review programme expenditures from the programme team to ensure conformity to the organisation’s financial policies, along with the finance team
Human Resource Management
- Manage programme team to achieve its programmatic goals in accordance to annual operational plans
- Ensure an enabling environment for staff performance (e.g. facilities, equipment, duty facilitation, team building, etc.), keeping in mind the diversity of the team
- Involvement in the recruitment of staff in collaboration with ED, MT, and HR consultants
- Assign performance objectives to supervised staff, conduct comprehensive performance appraisal of supervised staff, and provide/obtain feedback when necessary
- Provide induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively
Policy Management and Compliance
- Work with the financial team and ED, MT to ensure compliance of financial systems, reporting, and implementation of budgets according to FCRA, IT, etc.
Requirements:
Qualification & Knowledge:
- Master’s Degree in Social Sciences or development studies (postgraduate degree in a relevant discipline is preferred).
- Expertise in project planning and management, feminist participatory approaches and methodologies, research and development, monitoring and evaluation(preferred)
Experience:
- 6-8 years in a reputed organisation, preferably in the NGO sector, 2 years of which should be in senior management positions. Experience of working in a multicultural context is essential.
- Experience in designing, setting up and coordinating programming, monitoring, evaluation and reporting systems and processes of a programme is required
- Experience in managing funding from a diverse range of sources, including foreign and domestic sources.
- Proven experience of working with feminist organisations and research institutes.
- Experience working with dispossessed and historically marginalised groups, programming in conflict or marginalised regions, etc.

Any other specifications:
- The position involves frequent travel to the Head Office & project locations
- 2-year contract, renewable on review and discussion
