Job Description
UNICEF is seeking a consultant for Social and Behaviour Change and Health, Field Office Lucknow to support SBC activities for health programme as per approved RWP of Health from output 101,102 and 103.
This proposed consultancy is for 24 months January 1, 2026 to December 31, 2027, The purpose of the assignment includes the following -
- Support the department of health & family welfare and State IEC Cell with NHM in developing costed evidence-based SBC strategies/plans for the engagement of vulnerable communities for promotion of health behaviours and generation of demand for RMNCAH+N services and incorporate those plans in NHM PIP
- Provide supportive monitoring and mentoring of CSOs partners in 60 districts and supporting in onboarding of CSOs, capacity building of staff, preparation of their work plans, implementation of activities, regular monitoring, and documentation.
- Provide technical support to NHM Training cell for capacity building of support staff of health facilities, support including development of training plans, liaison with training agencies, facilitate master trainers training, follow-up with districts and documentation of post training learning.
- Technical support for implementation of BI-HCD interventions in UNICEF focused districts and support GAVI CSOs in 60 districts to implement BI HCD related interventions.
- Support State IEC and RI cell in implementation of RI communication plan across the districts
- Support implementation of Family Participatory Care Trainings
Job Responsibilities
Supportive monitoring of CSO partners engaged in community mobilization for boosting demand for Routine Immunization services and reducing zero dose children.
- Support CSOs in preparation of communication activities
- Capacity building of CSO staff
- Provide appropriate communication materials to CSO staff.
- Coordinate with health team and conduct supportive monitoring of CSOs.
- Support CSOs in timely submission of monthly reports
- Documentation of case studies and human-interest stories from field
Support NHM Training cell for capacity building of support staff of government health facilities
- Liaison with technical agency and resource persons to finalize training modules.
- Support training cell in finalizing training plans.
Facilitate training of master trainers
- Supportive monitoring in selected districts during the training and sharing status reports with the government.
- State implements costed SBC interventions to strengthen Routine Immunization
- Support department of health and family welfare and NHM in preparation of costed SBC plans for Routine Immunization and incorporate the same in NHM PIP
- Provide necessary communication materials on RI to NHM for larger circulation and usage for RI communication plan.
- Travel to selected districts and document implementation of RI communication plan.
Technical support for implementation of BI-HCD interventions in UNICEF focused districts and support GAVI CSOs in 60 districts to implement BI HCD related interventions.
- Status update of ongoing BI HCD interventions in Firozabad and Bahraich Districts
- Support district officials in implementation of BI HCD interventions
- Compile all the materials and resources used in BI HCD interventions in ready to use format.
- Support research agency in conducting endline study of BI HCD intervention and preparation of final report.
- Orientation of GAVI CSOs on BI HCD interventions and provide support to implement BI HCD interventions in their respective districts.
- Document implementation of BI HCD interventions by CSOs
The state has costed evidence-based SBC strategies/plans for the engagement of vulnerable communities to promote health behaviours and demand quality health services.
- TA to state IEC cell and IEC bureau in the conceptualization and development of costed SBC plans and interventions to promote RMNCH+A behaviours for NHM PIP
- Support IEC cell to implement SBC activities for RMNCH+A as per approved RoP of NHM
- Document major SBC interventions implemented by government with technical support from UNICEF.
SBC capacity building of NHM and health cadre
- Support Department of health and family welfare in conceptualizing training plan for state, district, block level functionaries and Frontline workers of health department and support incorporating the same in NHM PIP
- Partnerships with technical agencies, gov training institutions and academic institutions to integrate and support SBC training (pre-service or post-service) for diverse stakeholders.
- Provide technical support to department of health and NHM in rolling out training as per approved ROP. support including training module development, development of cadre of master trainers, supporting in rolling out trainings at district level and documentation of training learning achievements.
Capacity building of selected facilities on SBC interventions to promote, FPC, iKMC and zero separation.
- Liaison with technical agency to ensure timely development of SBC packages for IKMC and zero separation.
- Training and capacity building of selected facility staff on promotion of ikMC and counselling of patents
- Conduct periodic visits and provide supportive monitoring to facility staff.
Education Qualification/Required Skills & Experience
- Master’s in social science with preference to MSW, Mass communication or Sociology. Postgraduate in any other stream
- At least 5 years of professional experience at state or national level in Social and behaviour Change Intervention, Health Promotion, Community Mobilization and social development. Experience of working on Behaviour change, health promotion, social norms and youth engagement would be desirable.
- Proficient in using advanced features of data management tools including MS Access, and Excel.
- A robust understanding of SBCC approaches, theories, and methods
- Excellent verbal communication and facilitation skills to be able to draw input from a wide range of stakeholders, including government partners, academic centres, NGOs, and technical experts required.
- Experience working with the Government specially with Health Department
- Previous working experience with NGOs and community-based networks
- Demonstrated ability to work in a multidisciplinary environment and to establish harmonious and effective working relationships with government, non-government, and civil society organizations.
