To address the global financing gap in ocean conservation, Blue Action awards grants to NGOs to create, expand, or improve marine protected areas and other effective area-based conservation measures while enhancing livelihoods in coastal communities.

About the Grant

The Blue Action Fund’s Mangroves, Blue Carbon Markets, and 30x30 in Asia Grant Call is a funding initiative that supports projects focused on the protection, restoration, and sustainable management of mangrove ecosystems in Asia.

The grant aims to support high-impact conservation projects that combine area-based conservation approaches, blue carbon development, climate action, biodiversity protection, and sustainable livelihoods for coastal communities.

The funding window supports projects that contribute to the Kunming-Montreal Global Biodiversity Framework’s 30x30 target and advance climate change mitigation through high-integrity blue carbon initiatives.

Eligible projects should focus on:

  • Establishing or improving management of protected areas (PAs) and Other Effective Area-Based Conservation Measures (OECMs).

  • Restoring and conserving mangrove ecosystems.

  • Developing credible blue carbon projects toward carbon crediting.

  • Strengthening coastal community livelihoods, participation, and equitable benefit-sharing.

  • Building long-term financial sustainability for conservation efforts.

The grant is open to eligible NGOs and NGO consortia implementing projects in India, Indonesia, the Philippines, or Vietnam. Selected projects can receive funding support of EUR 2 million to EUR 4 million and must be completed within 5 years or less.

Grant Objectives

The key objectives of the grant are:

  • To protect and restore mangrove ecosystems.

  • To support biodiversity conservation and climate change mitigation.

  • To develop high-integrity blue carbon projects.

  • To strengthen protected areas (PAs) and Other Effective Area-Based Conservation Measures (OECMs).

  • To improve livelihoods and participation of coastal communities.

  • To promote sustainable financing mechanisms for long-term conservation.

  • To support the development of credible carbon credit pathways.

Eligibility Criteria

Eligible applicants must:

Be charitable non-government organisations (NGOs) or consortia of NGOs.

Applicants should have:

  • Proven experience in mangrove conservation/restoration.

  • Experience in environmental protection and sustainable livelihoods.

  • Experience with community engagement and stakeholder processes.

  • Capacity to manage environmental and social safeguards.

Additional requirements:

  • Projects must be located in India, Indonesia, Philippines, or Vietnam.

  • Projects should cover mangrove ecosystems of at least 1,000 hectares.

  • Projects must demonstrate technical readiness for blue carbon development.

  • NGOs must provide minimum 25% match funding of total project costs.

  • Projects must have prior feasibility or preparatory assessments.

  • Projects must receive endorsement from the relevant national authority.
