About the Proposal

Background

The Canada Fund for Local Initiatives (CFLI) is a contribution program designed to fund small-scale, high impact projects, which align with Global Affairs Canada’s thematic priority areas for engagement. Thematic priorities include, but are not limited to, gender equality and the empowerment of women and girls (including social, economic and political empowerment); inclusive governance (including diversity, democracy, human rights and rule of law); and environment and climate action.

The program is directed at projects conceived and designed predominantly by local civil society organizations (CSOs) and supports improved bilateral relations with CFLI recipient countries and their civil societies. Projects in India, Nepal and Bhutan are administered by the High Commission of Canada in New Delhi.

The Canada Fund for Local Initiatives (CFLI) Coordinator services is a critical element that contributes to the successful delivery of the CFLI program. Under the guidance of the CFLI Program Manager at the High Commission of Canada in New Delhi, and in alignment with the CFLI guidelines and Terms and Conditions, the CFLI Coordinator will provide services for the day-to-day administration of the CFLI Program in India, Nepal and Bhutan. This includes, but is not limited to, managing the call for project proposals, screening applications for funding, carrying out project liaison, monitoring and evaluating projects, maintaining files and records and, preparing project approval documents and reports.

Objective

Providing Services under the guidance of the CFLI Program Manager at the High Commission of Canada in New Delhi, the CFLI Coordinator will be responsible for the day-to-day administrative tasks of the CFLI Program, assisting the mission with the successful implementation of the CFLI process, in accordance with the program’s guidelines and terms and conditions.

Scope

  • Day-to-day administration of the CFLI program following the program’s cycle and business process for the contractual period. Assisting the CFLI Manager in promotional activities of the CFLI program on social media.
  • Contract period: 01 April 2025 to 31 March 2026. Extension may be given for two more years (Apr 2026 – Mar 2027 & Apr 2027 – Mar 2028) as per the program requirement and approvals.
  • Hours allocated: 1650 hours per year at a rate of INR XX/hour (as per the bid and not exceeding INR 950 per hour); and the contractor cannot exceed 1,650 hours. In case of travel is required, there will be an additional amount of INR 300,000 allocated to travel expenses for the contract period.
  • Method of Payment- Monthly Payments as per hours worked.

Canada will pay the Contractor on a monthly basis for work performed during the month covered by the invoice in accordance with the payment provisions of the contract if:

  • An accurate and complete invoice and any other documents required by the Contract have been submitted in accordance with the invoicing instructions.
  • All such documents have been verified by Canada.
  • The Work delivered has been accepted by Canada.

Tasks/requirements

The CFLI Coordinator will provide services to the CFLI Program and will be responsible for the following key areas:

  • Project Selection and records management:
  • Assist in designing and implementing the project selection process, including developing and maintaining contact distribution lists.
  • Manage the dissemination of Call for Proposals for each CFLI program cycle, distributing it to the partner network and liaising with potential applicants.
  • Pre-screen applications for funding based on established criteria.
  • Draft Project Approval Documents (PADs) and Contribution Agreements for review and approval.
  • Ensure the proper closure of completed projects, in line with CFLI guidelines.
  • Maintain and document comprehensive project files and records, including applications, key communications, project selection and approval documents, and interim and final project reports.
  • Day to day administration:
  • Prepare correspondence related to the administration and delivery of the CFLI program.
  • Maintain regular contact with recipients to monitor project implementation and respond to queries.
  • Monitor project activities and expenditures on a regular basis, ensuring financial tracking, performance evaluation, and reporting for each project.
  • Provide regular updates to the CFLI Manager on the status of each project, including expenditure of funds, milestones reached or missed, and necessary changes to project plans.
  • In consultation with the CFLI Manager, facilitate site visits to projects by Government of Canada officials.
  • Support recipients in ensuring all reports are submitted accurately and timely in desired templates.
  • Analyze recipient interim and final project reports, address issues, and provide summaries, analysis, and recommendations to the CFLI Manager.
  • Compile CFLI reports, including the End of Program Report, detailing program results and individual project administration.
  • Assist with CFLI promotional activities:
  • Maintain the CFLI calendar of tasks and recipient events, identifying opportunities to promote CFLI projects via media and social media.
  • Manage the CFLI photo and video bank all the projects.
  • Support the CFLI Manager in drafting and developing social media content, posts, videos, and graphics to showcase CFLI projects on the High Commission’s social media channels.
  • Ensure that recipients are actively posting about their activities and tagging the High Commission in their social media posts.
  • General Program Assistance:
  • Be familiar with the parameters under which all Government of Canada Transfer Payment Programs must operate.
  • Perform other services duties as required by the CFLI Program Manager.

Eligibility

  • A graduate degree in a relevant field, such as Development Studies, Social Sciences, Public Administration, or Business Management.
  • Minimum 3 years of work experience in NGO / development sector or international organizations, including experience in at least 2 of the 3 countries: India, Nepal, Bhutan.
  • Minimum 3 years of project management experience, including experience with drafting contribution agreements, reviewing financial documents, and budget management.
  • Minimum 3 years of experience in planning, managing calendars, and using tools such as Microsoft 360 (e.g., Teams, Planner, SharePoint).
  • Minimum 2 year of experience with Graphic design tools such as Canva Pro, creating basic videos, and drafting professional social media content.
