About the Organization
UN Global Compact Network India (UN GCNI), formed in November 2000, was registered in 2003 as a non-profit society to function as the Indian Country Network of the Global Compact, New York. It is the first Country Network in the world to be established with full legal recognition. It, also as a country level platform for businesses, civil organisations, public and private sector, aids in aligning stakeholders' responsible practices towards the Ten Universally Accepted Principles of UNGC in the areas of Human Rights, Labour, Environment and Anti - corruption, broad goals including Sustainable Development Goals and other key sister initiatives of the United Nations and its systems.
About the Proposal
The UN Global Compact Network India (UN GCNI) has been implementing a project under the Siemens Integrity Initiative (SII) to scale up Anti-Corruption Collective Action (ACCA) in India, focusing on transparency and integrity in the healthcare sector. The project aims to improve price transparency, governance, and value-based care in India’s healthcare system by engaging stakeholders from public, private, and civil society sectors.
The project has conducted policy dialogues, stakeholder consultations, research, training programs, advocacy efforts, etc. to strengthen healthcare governance and reduce corruption risks. As the project nears completion, an independent evaluation and impact assessment are required to measure the project’s outcomes, effectiveness, challenges, and sustainability.
Objectives of the Video
The consultant will be responsible for:
- Evaluating project performance against predefined goals, KPIs, and expected outcomes.
- Measuring impact on transparency, governance, and stakeholder engagement in healthcare.
- Assessing key achievements, challenges, and lessons learned.
- Identifying sustainability and scalability potential.
- Preparing a comprehensive Impact Report with actionable recommendations.
Scope of Work
The consultant will undertake the following tasks:
Desk Review
- Review project documents, reports, and research studies.
- Analyze policy recommendations, advocacy efforts, and stakeholder engagement outcomes.
Stakeholder Consultations & Interviews
- Conduct key informant interviews (KIIs) with:
- UN GCNI project team & governance committee members
- Siemens Integrity Initiative/UNGC representatives (Online)
- Healthcare professionals, policymakers, and corporate stakeholders
- Civil society organizations (CSOs) and patient advocacy groups, etc.
- Organize focus group discussions (FGDs) with beneficiaries and project participants, if required.
Data Collection & Analysis
- Use a mixed-method approach: qualitative and quantitative data analysis.
- Assess project KPIs: policy changes, private sector engagement, capacity-building efforts, and collective action impact.
- Evaluate cost-effectiveness and return on investment (ROI) in corruption reduction.
Impact Report Preparation
- Document findings, impact assessment, and case studies.
- Provide strategic recommendations for scaling and sustaining ACCA in the healthcare sector.
- Prepare a visually engaging final Impact Report (including infographics, charts, and best practices).
Deliverables & Timeline
- Inception Report (detailing methodology, work plan, Evaluation tools, etc.).
- Draft Impact Assessment Report (Executive Summary, Achievements, Challenges, Key Recommendations, etc.).
- Final Impact Report (After incorporating corrections and inputs given by UN GCNI).
- PowerPoint Presentation (Summarizing key findings and recommendations for stakeholders, etc.).
Eligibility
The ideal consultant should have:
- Master’s or PhD in Public Policy, Governance, Social Sciences, Healthcare Management, or Business Administration.
- 5 + years of experience in project evaluation, impact assessment, and anti-corruption initiatives.
- Expertise in Anti-Corruption, healthcare governance, transparency, policy advocacy, etc.
- Strong qualitative and quantitative research skills (SPSS, STATA, NVivo preferred).
- Proven track record of preparing high-quality impact reports for UN agencies, NGOs, or corporate sustainability initiatives.
- Experience working with multi-stakeholder projects, government agencies, and the private sector.
